The Infectious Diseases Institute (IDI) is an international non-profit organization which is a partnership of infectious diseases and public health specialists. The overall objective of the IDI is to strengthen health systems with strong emphasis on Infectious Diseases, through Research and Capacity Development. IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research and Laboratory services (provided through a partnership with the Makerere University – John Hopkins University Core Lab) and Outreach.

About CDC Project:
Infectious Diseases Institute (IDI) received funding from Centers for Disease Control and Prevention (CDC)/PEPFAR to implement a comprehensive HIV/AIDS services in the mid-western Uganda Districts of Kiboga, Kibaale, Kyankwanzi, Hoima, Masindi, Buliisa and Kiryandongo. The project is called “Accelerating Comprehensive HIV/AIDS Service Delivery through Health System Capacity Building and Technical Assistance of District Health Teams and Health Facilities in Western and West Nile Regions in the Republic of Uganda under PEPFAR.”

Job Summary: The Laboratory Services Specialist will offer technical support in the development of sustainable, appropriate, good quality lab services.

Key Duties and Responsibilities:
The incumbent will be tasked with building laboratory capacity in West Nile for scaling up HIV/AIDS / TB services in order to achieve the project objectives.
Building the capacity of laboratory hubs in West Nile to support the rest of the laboratories through technical support and mentorship
Provide timely technical support and supervision of all health workers offering HIV/AIDS related laboratory services in supported public facilities in the West Nile region.
Work closely with the District, and the IDI Laboratory services coordinator, to assist in:
Developing a QA/QA system ( internal quality control system and external quality control system and standard operating procedures and manuals) in line with MoH guidelines and ensuring their use in selected facilities
Establishing and monitoring of equipment Management and Maintenance Systems in target Laboratories
Establishing and monitoring a Supply Chain Management System and ensure timely ordering of buffer stocks for target labs
Perform any other duties as may be assigned by the Outreach Laboratory Services Coordinator.

Qualifications, Skills and Experience:
The applicant should hold a bachelor’s degree in medical lab technology.
Possession of a post graduate diploma (especially related to management) will be an added advantage.
A minimum of three years’ experience in laboratory planning, management, and QA/QC.
Prior experience in design, development and implementation of lab systems at different levels in the health services.
Previous experience in providing technical Assistance to large scale HIV/AIDS HSS laboratories within MoH structures and systems
Past exposure and experience in analysis and reporting of data for programme decision-making.
Excellent report / proposal writing and presentation skills.
