Learning Video and Document Development Consultancy – Karamoja – Mercy Corps

Background:
Mercy Corps is a secular INGO that has worked to alleviate poverty and oppression in transitional environments since 1979. Operational in Uganda since 2006, Mercy Corps implements programs designed to promote, good governance, peace, food security, and economic development across Northern Uganda.
Since 2012 Mercy Corps has been implementing the USAID funded Growth, Health and Governance program in Karamoja, Uganda. The goal of the program is to improve peace and food security in Karamoja through an integrated, gender-sensitive approach focused on three strategic objectives:
SO1: Livelihoods Strengthened
SO2: Nutrition among children under two improved
SO3: Governance and local capacity for conflict mitigation improved
Activities are implemented in the Karamoja districts of Kaabong, Kotido, Abim, Amudat and Nakapiripit.
The purpose of this contract opportunity is to build the capacity of GHG staff in video creation whilst providing opportunities for programmatic learning through visual content for both internal and external use.

Consultant Objectives:
Mercy Corps seeks a service provider who can conduct training on video content production; supporting the GHG team to generate programmatic learning through video content gathering; and produce videos based on this learning for both internal and external distribution. The purpose of this is to:
• Generate and share learning from activities implemented under GHG
• Demonstrate impact
• Build the capacity of team members to gather quality video content

Consultant Activities:
• Preparation report including 1) applied methodology to identify effective research questions to be addressed, 2) proposed methodology and protocols for video content gathering & production, 3) guiding questions to support the generation of learning through video gathering
• Conduct a workshop on video capturing and production for up to 15 staff members in Kotido
• Provide technical support during periods of video content gathering
• Support with the compilation, review and analysis of video content collected by field teams
• 1-3 learning workshops conducted with GHG staff based on gathered video content
• Assistance to further develop 2 – 3 videos and 2 – 3 learning documents for external distribution
Consultant Deliverables: (the listing below should serve to inform applicants’ budget proposals, which should preferably be organized based on these deliverables. This will help inform Mercy Corps’ final decision regarding level of effort and payment schedule.)
• Preparation report including 1) applied methodology to identify effective research questions to be addressed, 2) proposed methodology and protocols for video content gathering & production, 3) guiding questions to support the generation of learning through video gathering
• Training report(s) and attendance sheets (the number of trainings will be negotiated through the contracting process and based on applicant recommendations)
• 2-3 videos for external distribution based on GHG activities and learning
• 2-3 learning documents based on gathered video content
The service provider will work closely with:
GHG CoP, M&E Manager, Field Program Staff, GHG Program Management Advisor

Qualifications
• Technical expertise in video production, particularly in areas with limited access to technology and individuals with little prior knowledge (30 points)
• Experience documenting learning through video content. Experience with INGOs preferred. (30 points)
• Strong participatory facilitation and training skills. (10 Points)
• Experience in Uganda, in particular Karamoja, preferred (points)
• Demonstrated cultural sensitivity (10 Points)
• Locally based service providers are encouraged to apply (10 points)
