JOB SUMMARY:
The Services and Linkages Technical Manager (S&LTM) will provide overall technical leadership and direction for the Case Management, Referrals and Linkages component of the Sustainable Outcomes Project for high impact. He/She will provide technical oversight to implementing partners, CSOs and relevant government counterparts to develop and implement innovative strategies to increase access of OVC to quality care and support services including HIV prevention and care. The Technical Lead will support the development and implementation of annual workplans in line with the project priorities and build the capacity of IPs, CSOs and government counterparts through needs based trainings, development of tools to facilitate implementation including SOPs, Guidelines, job aids and work with the SOCY M&E Unit to develop M&E frameworks for monitoring and reporting of program progress. He/She will be part of the leadership team at CRS and plan and organize technical working groups to discuss new strategies, emerging implementation issues and new initiatives to improve program implementation. The individual will ensure coordination and collaboration between Household Economic Strengthening (HES), Systems Strengthening and Referral s and Linkages while building internal synergies and ensuring that the same is mirrored at all levels of implementation. The S&LTM will supervise several staff implementing key components under Services and Linkages and he/she will take on other management responsibilities from the DCoP including acting in his/her absence.

KEY DUTIES AND RESPONSIBILITIES:
1. Provide technical leadership and guidance in the development, planning and implementation of key Result Area Three interventions to address the holistic needs of targeted vulnerable children, youth and their caregivers.
2. In line with GOU/PEPFAR/USAID policy guidelines and frameworks, lead the development and adaptation of program, models, guidelines and standards for implementation of various program components or initiatives.
3. Lead project initiatives to increase utilization and delivery of high quality, high impact health interventions and link communities to health facilities and/or or health referral networks for better access to essential services.
4. Review IP and CSO annual work plans and progress reports, and provide training, on-going coaching and mentoring to ensure completion of activities and attainment of set goals and objectives
5. In consultation with the M&E and HES Technical Advisor, develop and implement services and outcome tracking tools, for monitoring progress and eventual graduation of households from program support.
6. Build partnerships and facilitate networking with other USG funded and Local Government stakeholders including Community Based Services Departments (CBSD), Health, Education for synergy to achieve program objectives and provision of holistic support.
7. Provide technical guidance, supervision and support to line program staff including the education subsidy, DREAMS and Case Management coordinators for effective implementation of the result area activities
8. Organize Technical Working Groups, peer learning sessions and ensure best/promising practices are identified, documented and replicated within and outside of the program catchment areas.

QUALIFICATIONS, SKILLS AND EXPERIENCE:
• Master’s Degree in public health, international development, or related field.
• Experience with child welfare and protection programs, systems strengthening, capacity building, service delivery and quality improvement
• Strong knowledge of social service sector in Uganda.
• Significant technical experience in the areas of orphans and vulnerable children, household economic strengthening, HIV Prevention and care, nutrition, education, and psychosocial care.
• Excellent communication, interpersonal and networking skills required.
• Staff supervisory experience.
• 5 years’ experience.

Internal: SOCY DCOP, Senior HES Technical Advisor, Result Area Two Technical Lead, MEAL Director, HOP/HOOP or delegates and relevant program and operations staff.
External: SOCY Partners (IPs, CSOs), line Ministries of Gender Labour and Social Development, Health and Education, USAID and other USAID implementing partners
