BACKGROUND
The Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. In Uganda, the DRC programme provides comprehensive assistance and protection to refugees and other vulnerable populations, supports durable solutions to protracted displacement and works to reduce armed violence (for more information go to www.drc.dk)).
All projects implemented by DRC are monitored / evaluated in accordance to Monitoring, Evaluation and Learning policy
PURPOSE
The Livelihoods Manager will be responsible for designing, coordinating, as well as overseeing the implementation and monitoring on DRC Uganda’s livelihoods and cash programming activities. The livelihoods programing is focused on leveraging the opportunities to build sustainable livelihoods for refugees and host communities – from the very outset of the emergency response. Cash is a modality used by DRC both in addressing acute emergency needs as well as an integrated modality in short-to-medium term livelihoods programming. The overall strategic objective of the livelihoods programme is to contribute to the development of durable solutions for conflict-affected populations in the refugee settlements and in the Karamoja region through strengthening of resilience and self-reliance. The Livelihoods Manager will furthermore play a significant role in sectoral coordination with other stakeholders including local and state authorities, livelihood and cash working groups, other INGOs, private sector and other partners involved in livelihoods programming in Uganda.
DRC also has an ongoing refugee response operation to the Burundian displacement situation in neighboring Tanzania (Kibondo). The DRC Tanzania operation is managed and supported by DRC Uganda. The current Tanzania response involves livelihood programming and thus the Livelihoods and Cash Manager for Uganda may over time need to take up oversight and support functions with regards to livelihood programming in the Tanzania operation as needed.
