Livelihood And Gender Coordinator – Adjumani – Danish Refugee Council

Background
DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.
In Uganda, DRC assists the refugees from neighbouring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighbouring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of an EU Trust Fund project in Adjumani, Kiryandongo and Rhino camp.

Purpose:
The main objective of the position is to ensure that all activities related to livelihood are implemented in a timely and efficiently manner according to the agreed Donor Guidelines and DRC/DDG standards and budget, and provide leadership and coordination for all aspects related to Livelihood activities in Adjumani.

Key Responsibilities
Implementation and Planning
• Work closely with Area Program Manager and Kampala Program Unit to update and develop technical guidelines for the implementation of the livelihood activities
• In coordination with field staff, ensure that vulnerable groups (especially women and youths) are actively involved during group discussion and the making decision process;
• Supervise the Livelihood officers and Field assistants, including preparation of Monthly, Quarterly and yearly work plan and related budget, and ensure timely implementation of activities
• Provide capacity building to the livelihood officers and assistants on relevant topics including social mobilization, participatory planning and prioritization, activities budget monitoring vis-à-vis implementation, vulnerability assessment and targeting, relevant approaches to IGA implementation, and sub-project monitoring and reporting.
• Coordinate with the Finance and Procurement Officers to ensure proper management of livelihood sub-project fund;
• Support the Livelihood officers and field assistants in the timely preparation of all Livelihood related reports (monthly and quarterly); and summarize and compile these reports for submission to the Area Program Manager.
• Take lead in developing long-term partnership with the private sectors or potential marketing company at both district regional, and national levels to ensure the markets of livelihood products from successful farmers, bulk and block groups
• Serves as the main contact for Livelihood activities in DRC Adjumani operations, and work closely with District and Sub-county production and livelihood departments in ensuring high quality standards in DRC livelihood sector.
• Ensure update-to-date records (disaggregated by gender/age/diversity) are maintained for all beneficiaries of Livelihood assistance.
• Ensure that livelihood officers implement project activities within the budget limits and in line with good Budget management and accountability procedures
• Support Livelihood officers in ensuring activities implementation is done in compliance with DRC/DDG quality procedures
• Closely monitor the implementation of livelihood activities to timely identify any problems that may affect the achievement of intended outputs and results; by pragmatically and constructively dealing with them early enough
• Ensure that implementation of activities Do-No-Harm to persons of concern/ beneficiaries at the point of delivery;
• In coordination with the Logistics department both in Adjumani and Kampala support the timely procurement of project materials
• Represent the project coordination meetings with stakeholders such as local communities, local government officials, UN and donors
• Organize and manage workshops, trainings and meetings that are hosted as part of the project with relevant partners—beneficiary households, line ministries and CBOs
• Lead community mobilization efforts
• Organize meetings for project information sharing.
• Take lead in the preparation of relevant manuals/tool kits and training curriculum that can be used in training beneficiaries

Communication/Reporting
• Lead weekly, monthly and quarterly reporting processes of livelihood activities
• Actively contribute to project planning, development of proposals and lessons learned processes
• Lead the identification of beneficiaries needs using both technical skills and local knowledge
• Engage and build strong and better relations with all community and settlement leaders (including Refugee Welfare Committee), local government structures and line ministries including OPM staffs for the enhancement of DRC/DDG overall program objectives

Monitoring and Evaluation
• Actively participate in monthly Budget Follow up review meetings and ensure all livelihood activities status are updated and submitted to Area Program Manager/designate
• Manage all livelihood data collection exercises including the conduction of assessment and surveys (e.g. baseline surveys, yield assessment, do-no-harm surveys etc.) in close coordination with the Country M&E unit to monitor and evaluate food security and livelihoods projects activities;
• Work closely with M&E unit to identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
• Support the undertaking of detailed situational analysis in collaboration with relevant stakeholders (especially the PoC) and propose appropriate project implementation approaches
• Supervise the implementation of all participatory needs/vulnerability and capacity assessments of affected communities and PoCs
• Participate in project evaluations and assist in the analysis of results

Supervision/training
• Support/supervise subordinate staff in the development and implementation of activity plans which will support the achievement of sector/office plans;
• Provide appropriate coaching and mentoring for staff less performing
• Provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work
• Represent DRC/DDG with good faith and by demonstrating humanitarian code of conduct

Personal Specifications
Essential
• Higher Degree in Agriculture from a recognized institution.
• Have at least 4 years’ experience in similar position
• Post Graduate diploma in Gender and Management studies.
• The candidate must have Technical skills in Project Planning and Management and Agri-business
• Must have good management and presentation skills
• Must have valid Riding Permit.

Conditions for the position
• The Position is contract based.
• The position is field based with Occasional travel to Kampala
• Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.
Expected start date: Immediately.
