Logistic Manager – Mbarara – Epicentre

Epicentre is a non-profit organization created in 1986 by Médecins Sans Frontières, whose activities include research, field epidemiology and training. Epicentre follows its activities from Paris, Geneva, Brussels, Barcelona, New-York, Cape Town and from research centres in Uganda and Niger.
The Research Center is located in Mbarara Municipality, located 283 km South-west of Kampala.. The main health facility is Mbarara Referral Regional Hospital which is also a teaching hospital for the Medical School of the Mbarara University of Science and Technology (MUST). Epicentre has a 3 floor research building in the University grounds of MUST. The research center includes an administration and logistics department, a laboratory with a Bio Safety Level 3 area, a data management unit and a clinic ward. Around 100 persons are employed in the research center.

Mission and Responsibilities
Participate in defining, planning and monitoring logistics activities and programs in the Research Center in accordance with Epicentre protocols as well as coordinate human and material related resources needed in order to contribute to the development of the research center and optimize the impact of the research studies.

Position
The Logistic Manager is working hierarchichally under the Resources Manager and functionally under the Logistic Referent in Epicentre Paris.

Main activities
• In collaboration with the Resources Manager, and the Logistics Referent , define, implement and monitor logistics activities according to Epicentre project plan, standards and protocols. This implies the following:
o Participate in the development of the project policy, annual plan, project proposal, project budget review
o Support the activities of the Research Centre with the resources, procedures and tools defined with the Logistics Coordinator, in order to facilitate achievement of the operational objectives.
• Be responsible for implementing and maintaining an appropriate supply chain for the Project.
• Monitor on a day-to-day basis the implementation of logistics/technical activities in the Centre (construction, transport, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, biomedical equipments,etc) ensuring compliance of Epicentre standards, protocols and procedures, and report to the Resources Manager on the development of the ongoing programms :
o Ensure good functioning of vehicle fleet and other equipments.
o Implement water and sanitation activities planned.
o Ensure supply chain and ordering process are in place.
o Ensure inventory of supplies are done on a monthly basis.
• Ensure installation and maintenance of functional office space(s) and lodging facilities in the project in an adequate living condition as well as all the equipment required.
• Manage and monitor the logistics of the material resources for the Project, under the supervision of the line manager and the technical adviser.
• Implement, manage and monitor the application of necessary reporting tools for logistic activities
• Oversee the implementation of support activities (communications, electricity, transport) and any other logistical activities required to achieve the Research objectives (construction/restoration, water sanitation, etc.).
• Monitor activity in the different logistics specialties, as well as providing technical support to logistics personnel in the field through self-knowledge and policies.
• Coordinate, organize, supervise, coach and support logistics team members’ performance to improve the logistics components of the Project Study Research
• Plan and supervise, in close coordination with the Resources Manager, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the logistics staff of the project in order to ensure both the sizing and the amount of knowledge required, improve people capabilities.
• Participate in the implementation of the technical choices, policies and logistics procedures defined by the line manager in the Project Security Policy. Ensure compliance with them, the correct use and maintenance of tools and documents for logistical monitoring. In the absence of the Resources Manager and at the request of the Director, oversee security

Candidate requirement
ü Substantial previous experience (at least 3 years) in a similar position with MSF or another NGO or in a Research Center.
ü Fluent in English (written and oral), good command of French is an asset
ü Experience of cross cultural environment
ü Good skills in IT software tools
ü Good communication and negotiation skills – and ability to pass on information
ü Willing to work and live in remote setting with limited social life.

Conditions
