AIDS Information Centre-Uganda (AIC) is a Non-Governmental Organization established on 14 February 1990 to provide Voluntary Counselling and Testing (VCT) services for Human Immune Deficiency Virus (HIV). The Organization was founded as a result of growing demand from people who wanted to know their HIV status. AIC currently offers HCT services through 9 Regional Centres of Kampala, Jinja, Mbale, Mbarara, Arua, Lira, Soroti, Kabale and Karamoja, selected hospitals, health Centre, and antenatal clinics. AIC also conducts HCT outreaches to communities and institutions targeting the Most-at risk populations. AIC has supported MoH to extend HCT services nearer to the communities by supporting HCT in over 52 districts in Uganda with over 200 district health facilities benefiting. Today the VCT model has evolved into an integrated and comprehensive package of HIV Prevention, Care & Treatment, Social Support & Protection and Health & Community Systems Strengthening.
Job Summary: The Manager Care and Treatment will provide technical support and guidance to the AIC staff and other associated persons who provide care services in the AIC regions, so as to ensure that the services are in accordance with established polices and standards
Key Duties and Responsibilities:
Prepare draft policies and strategies for AIC care services, and initiate their review as necessary
Work closely with Directors and other managers to prepare proposals for external support to AIC care programs
Formulate work plans and budgets for the provision of technical support and guidance on the care services of AIC
Work with the Director of Programs and Planning to come up with the indicators to be used for monitoring the provision of care services
Guide the Director of Programs and Planning on appropriate quality assurance measures to be put in place for AIC care services
Advise the Director of Programs and Planning and the Director Finance & Administration on the resources required for medical and laboratory services
Provide technical advice and guidance on the procurement and distribution of the resources required for medical and laboratory services
Provide technical support and guidance on sensitisation campaigns for care services
Visit the programme implementation points to provide technical support and guidance with respect to care services, and advise on necessary follow-up actions
Coordinate with the Director of Programs and Planning in planning and implementing programs for the provision of technical support and guidance to the regions
Regularly monitor adherence to established policies, systems and procedures in the implementation of care programs, and advise the Director of Programs and Planning as necessary, following established communication channels
Develop and sustain a strong mechanism for referral and follow-up of clients accessing AIC care services, and obtaining feedback on or from them
Review reports on the consumption and availability of medical and laboratory supplies, and advise the Director of Programs and Planning on necessary follow-up actions
Monitor the availability and condition of medical and laboratory equipment in the various regions, and advise on necessary actions
Provide advice to the Director of Programs and Planning on the effective coordination and harmonisation of the medical, laboratory and other services
Provide advice and guidance on scaling up and sustaining access to the basic HIV and related care packages
Establish and maintain the regional clinics as fully functional clinics, with adequate quantities of relevant equipment and supplies
Roll out and sustain the management of malaria and other opportunistic diseases in all AIC stand-alone sites
Guide the Human Resource and Administration Department on staffing standards for the prevention function at AIC
Support the Regional Managers to identify training and development needs of the care staff at the regions, and advise them on how these needs can be addressed
Provide technical input in the recruitment and development of staff carrying out care services
Keenly review monitoring and evaluation reports and other reports relating to AIC care services, identify issues that require action by the Care Department, and arrange for the necessary actions
Suggest new care programs to be implemented by AIC, and participate in developing related proposal documents and work plans
Advise on beneficial partnerships with other service providers
Represent AIC at meetings with external parties on care services, as delegated by the Director of Programs and Planning
Regularly update and share information on specialised HIV/AIDS care agencies with capacity to enrol AIC clients on referral
Oversee the development of new clinical and laboratory guidelines and standard operating procedures, as well as revising old ones
Participate in the provision of training services to AIC medical and laboratory personnel
Make inputs into the development of training curricula for care services
Arrange for the provision of ongoing continuing medical education (CME) for AIC medical staff
Authorise payments with respect to care services up to the prescribed limits
Provide technical input in the performance appraisal of the care staff at regional level
Provide technical leadership in the discussion of care issues at meetings of the Directorate of Prevention and Care
Coordinate review meetings for regional care staff
Provide input into advocacy programs with respect to care services
Participate in operational research activities
Provide inputs in the formulation of strategies for establishing commercial ventures as alternative sources of funding
Work with the Monitoring and Evaluation Manager to monitor and evaluate performance in the delivery of care services, and to carry out service delivery audits
Submit to the Director of Programs and Planning, as often as required but at least quarterly, a full written report of the activities of the Care Department
Qualifications, Skills and Experience:
The ideal candidate must hold a first Degree in Medicine and Surgery (MBChB);
Additional training in HIV/AIDS Prevention and Care
Additional training in Management
At least six years’ experience in clinical work; with at least 3 years at managerial level
Previous exposure and experience in HIV/AIDS care
Extensive knowledge of HIV/AIDS prevention and care issues
Rights of people living with HIV/AIDS
Knowledge of research methods – both quantitative and qualitative
Good management and organisational skills
Excellent communication and interpersonal skills
