Manager – Community Resilience – Kampala – Uganda Red Cross Society

Uganda Red Cross Society (URCS) is the leading national humanitarian organization in Uganda and a member of the International Red Cross Red Crescent Movement. The ICRC is an International humanitarian institution which has a mandate to protect victims of international and armed conflicts i.e. the wounded, refugees, civilians, prisoners and other non-combatants.

Job Summary: The Manager – Community Resilience will oversee the implementation of, and accounting for all CR initiatives (including livelihoods, IGAs, social reintegration economic viability initiatives, monitoring rights violations) in collaboration with relevant URCS stakeholders (communities, volunteer networks, medical service providers, schools local administrators, etc.)

Key Duties and Responsibilities:
The incumbent will implement and participate in the planning, program development, review/ evaluation and reporting processes for the Community Resilience initiatives in line with URCS/Red Cross DRR strategy and departmental plans;
Identify and implement initiatives that integrate and mainstream Community Resilience Initiatives into other programs (e.g. into Health Services, Disaster Preparedness and social/com
Prepare periodic program performance reports in the area of Community Resilience as well as relevant communication to both internal and external stakeholders of URCS in line with URCS’ reporting standards and communications policy;
Actively participate in writing fundraising proposals for Community Resilience initiatives in the department in line with the URCS’ fundraising strategy ;
Identify strategic partners to network with and build alliances with partners and donors related to community resilience in line with organizational strategies and policies;
Supervise, motivate, appraise staff in the Unit and build the capacity of the staff in line with the URCS strategy and policies;
Identify, plan for and implement capacity building and knowledge generation/transfer for URCS and its partners and lead the generation, storage and access to knowledge on community resilience in line with the URCS Strategy;
Develop and share relevant communication/materials that enable URCS be positioned as the partner of choice in the delivery of community resilience initiatives in Uganda with partners and donors;
Take part in relevant meetings at the national and policy levels to advance URCS’ visibility and contribution to Community Resilience as assigned by the line manager;
Effectively manage the performance of the team as a whole and individually, ensuring expectations and goals are clear and communicated to all team members;
Undertake effective performance management of relevant program staff members;
Ensure the effective appointment, training, capacity building, deployment, management support for team;
Build collaborative and constructive relationships with all management and staff within Uganda Red Cross to achieve beneficial outcomes;
Build a positive team environment by focusing on a values-based leadership approach and collaborative working environment;
Align individual and organizational goals to create development opportunities for team members;
Accept responsibility and take action on difficult leadership and team member issues in a timely manner.

Qualifications, Skills and Experience:
The Uganda Red Cross Society (URCS) Manager – Community Resilience should hold a Bachelor’s Degree in SWASA, Social Sciences or Humanitarian Emergencies.
Post Graduate Degree in SWASA, Public Health or Community Development will be an added advantage
Training in emergencies and Relief operations/ Disaster Risk Reduction, as well as Participatory approaches and methodologies is essential
A minimum of five years working experience in disaster risk reduction projects.
Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
Extensive knowledge of Disaster risk reduction and climate change adaptation approaches
Community engagement and participatory skills
Broad knowledge of the political, social and economic context of Uganda and the development issues and challenges it faces.
Working knowledge and experience of capacity building tools and techniques.
Knowledge of protection, gender and the livelihoods approaches in relief and recovery.
An adaptable attitude, decisiveness, and the capacity to make sound decisions with incomplete information.
Experience of strategic planning and budget management in emergency contexts.
Experience of public speaking and/or working with the media.
