About URSB:
The Uganda Registration Services Bureau (URSB) is established as a Statutory Body under the Uganda Registration Services Bureau Act Cap. 210. The Bureau is a key player in commercial and civil registrations that facilitate private sector development and vital statistics for national planning.
Job Summary: The Manager, Planning will be responsible for the coordination of the Planning, Budgeting, monitoring & Evaluation function under URSB as well in line with URSB’s Strategic Plan, the National Development Plan and other related Plans.
Key Duties and Responsibilities:
Actively facilitate the identification and engagement of all URSB Stakeholders;
Undertake and coordinate the strategic planning, monitoring and evaluation of the implementation and impact of National programs, projects and initiatives of URSB;
Work closely with other appropriate Bodies and Agencies of Government and the Private Sector, ensure that the policy recommendations, strategies, programs and projects are constantly updated and are consistent with the aspirations and the vision for URSB;
Facilitate the formulation of short‐term, medium‐term and long‐term Plans/Strategies by identifying, coordinating and co‐operating with the key stakeholders;
Guide URSB in the participation in the development of the Ministerial Policy Statements/ Budget Framework Paper and Sector Performance Reporting.
Actively facilitate the formulation and implementation of the URSB Strategic Plan, Operational Plans and Budgets through the development of frameworks, models, processes and tools for planning, monitoring and evaluation;
Offer technical guidance to the various Directorates in regard to planning functions;
Compile, analyze and review plan performance on a quarterly and annual basis;
Facilitate the identification, compilation, analysis and dissemination of registration related data as may be required.
Perform any other key responsibilities and duties assigned from time to time.
Qualifications, Skills and Experience:
The applicant should preferably hold an Honors Degree in any of the following: Statistics, Economics, Planning, Development Studies or their equivalent. Possession of a relevant Masters’ degree will be an added advantage.
Additional certificate in Monitoring & Evaluation and Certificate in Planning/ Strategic Planning such as AICP is an added advantage,
At least five years’ experience in Planning, Monitoring & Evaluation and reporting in a reputable Public or Private Organization, two years of which should have been at Supervisory level.
