Manager, Procurement – Uganda Registration Services Bureau – Kampala

About URSB:
The Uganda Registration Services Bureau (URSB) is established as a Statutory Body under the Uganda Registration Services Bureau Act Cap. 210. The Bureau is a key player in commercial and civil registrations that facilitate private sector development and vital statistics for national planning.

Key Duties and Responsibilities:
Manage the Preparation of a consolidated procurement plan every financial year
Oversee the Preparation of tender/Bidding documents in accordance with approved applicable guidelines and procedures
Ensure the Preparation of monthly reports and PPMS reports to PPDA made.
Actively coordinate the Preparation of monthly procurement reports and submit them to PPDA and contracts committee, respond to any communications from PPDA and any other organizations regarding procurement as par the PDDA rules
Manage the Preparation of schedule for motor vehicle insurance, all URSB assets, and worker men’s compensation policy in line with the URSB Policy
Coordinating staff and ensures all activities in the procurement department run as scheduled e.g. regular meetings with staff and Suppliers.
Guiding the Registrar General on all procurements and resolve any issues in the procurement process.
Perform any other key responsibilities and duties as may be assigned by the by higher authority.

Qualifications, Skills and Experience:
The candidate should hold an Honors Degree in Procurement and Supply Chain Management, Business Administration, or any other relevant course.
Professional CIPS or any equivalent supply chain certification is a requirement.
Possession of a master’s degree in Procurement and Supply Chain Management or Business Administration is an added advantage.
Past exposure and experience of procurement and supply chain in Public/Government Institution in an environment with diversified working atmosphere with five years working experience of which two years should be as a head of Procurement and Disposal Unit (PDU)
Computer literacy skills, Planning, negotiation and interpersonal skills.
