Uganda Red Cross Society (URCS) is the leading national humanitarian organization in Uganda and a member of the International Red Cross Red Crescent Movement. The ICRC is an International humanitarian institution which has a mandate to protect victims of international and armed conflicts i.e. the wounded, refugees, civilians, prisoners and other non-combatants.
Job Summary: The Manager- Restoration of Family Links will be responsible to develop, coordinate and monitor the implementation of the family link strategy, policy and practices to guide Branch Field Coordinators, and Project Officers in reducing the moral distress of separated families caused by armed conflict, internal unrest, natural calamities, political hazards and other specific social causes in line with the departmental mission.
Key Duties and Responsibilities:
Offer technical support to projects, regional staff and branch staff in the implementation of RFL strategy and programming;
Coordinate the strengthening technical capacities in the region and branches for the implementation of RFL activities;
Initiate and advise staff from other programme/projects, project/field staff and BFCs on the implementation of RFL programmes;
Offer technical guidance to programmes and branches in consultation with Head of DM and staff from Health, DM, PME and OD in planning, programming and develop monitoring and evaluation strategies in line strategic objectives;
Develop and Strengthen inter-sectoral linkages of RFL within the national programme and contribute to other national collaborative work contributing to URCS program development;
Provide timely support to preparation of RFL monthly, quarterly and annual program plans, budgets and reports on the regions in which activities RFL are being implemented in accordance with URCS guidelines and donor requirements;
Develop a Plan for providing technical support and quality control on RFL programmes
Develop proposals seeking for financial and technical support to RFL programmes;
Regularly monitor and review performance of the RFL staff in the regions in which activities RFL are being implemented to identify competence gaps and make recommendations for developing staff for program effectiveness;
Effectively manage the performance of the team as a whole and individually, ensuring expectations and goals are clear and communicated to all team members;
Undertake effective performance management of relevant program staff members;
Ensure the effective appointment, training, capacity building, deployment, management support for team;
Form collaborative and constructive relationships with all management and staff within Uganda Red Cross to achieve beneficial outcomes;
Build a positive team environment by focusing on a values-based leadership approach and collaborative working environment;
Align individual and organizational goals to create development opportunities for team members;
Accept responsibility and take action on difficult leadership and team member issues in a timely manner.
Qualifications, Skills and Experience:
The Uganda Red Cross Society (URCS) Manager – Community Resilience should hold a Bachelor’s Degree in Law, International Relations, Public Relations, or Mass Communication.
Post Graduate Degree in Humanitarian Law will be an added advantage
At least five years of relevant working experience in emergencies at middle management level in preferably with Humanitarian Organizations.
Broad knowledge and understanding of Disaster Management and related consequences
Strategic Management
Good planning and organizational skills
People management skills – team building and delegation
Diplomacy and Confidentiality
Experience of strategic planning and budget management in emergency contexts.
Previous experience of public speaking and/or working with the media.
