About US:
The Ministry of Gender, Labour and Social Development (MGLSD) has championed efforts to promote a coordinated approach to social protection in Uganda. These efforts culminated in the design of the Expanding Social Protection (ESP) programme that has been implemented by the GoU under the MGLSD with financial and technical support from GoU, DFID, Irish Aid and UNICEF. Its goal is to reduce chronic poverty and improve life chances for poor men, women and children in Uganda. The purpose is to embed a national social protection system, including social assistance for the poorest and most vulnerable, as a core element of Uganda’s national planning and budgeting processes. Phase I of the ESP programme was implemented through a Social Protection Secretariat which was established in 2010 under the Directorate of Social Protection of the Ministry. The objectives of Phase I included piloting Social Assistance Grants in 15 districts and capacity building. ESP is now transitioning to Phase II in which the program will expand to cover a total of 55 districts during the next five years and be implemented by a Programme Management Unit (PMU).
Job Summary: The M&E, Learning and Reporting Coordinator will provide strategic, technical and managerial leadership for the PMU’s measurement efforts, including monitoring, evaluation and learning. The job holder will also be responsible for the overall direction and stakeholder requirements for timely and updated information enabling informed management decisions at various levels, and facilitating knowledge generation and cross-learning.
Key Duties and Responsibilities:
· Coordinate the development and implementation of a comprehensive monitoring, reporting & evaluation system to improve internal processes, deliver results, analyse value for money, underpin accountability and generate evidence for policy development.
· Oversee the preparation of regular reports on programme service delivery quality and performance in line with the ESP II monitoring & evaluation strategy, including quarterly, semi-annual and annual reports, and contribute to other reports.
· Coordinate and oversee staff in the M&E Learning and Reporting Unit to develop and implement strategies and systems:
· Steer and guide monitoring and evaluating the efficiency and effectiveness of core SAGE service delivery systems.
· Work in liaison with the relevant unit coordinators coordinate the evaluation of policy and advocacy work and direct income support activities and capture good practices.
· Develop work plans and a calendar of activities for the department and regularly review progress in meeting objectives.
· Provide leadership and motivation to staff, monitor their performance and provide feedback on key management decisions. Carry out their performance appraisal and identify training and development needs.
· Provide leadership in development of continuous evaluation of departmental objectives.
· Prepare and monitor the departmental annual budget and present it to the Head PMU or Management for approval.
· Perform any other duties as assigned.
Qualifications, Skills and Experience:
· The M&E, Learning and Reporting Coordinator should hold an Honours Degree in any of the following: Statistics, Economics and Social Science and Master’s degree in a relevant field.
· At least five years’ experience in M&E with an international development organisation in Africa at management level
· Five years of People Management experience
· Strong experience in Strategic Planning especially in Funding, Policy Formulation and Planning
· Strong management skills
· High level of conceptual, strategic thinking
· Communicating with impact with various stakeholders
· Excellent written and oral communication skills
· Excellent public relations skills
· Good organisational, research, negotiation and analytical capabilities
