About GAA Project:
Plan International is implementing a five-year youth-led Girls Advocacy Alliance (GAA) project in partnership with Restless Development and Terres Des Hommes. The programme will promote a youth-led approach to building capacity of CSOs and generate evidence that will be used to engage with key decision makers and hold them accountable on girls’ economic and protection rights.

Job Summary: The MER Coordinator will be a resource in the GAA Project Team to provide support to Plan International Uganda and partner staff on all M&E and communications activities which contribute to the overall goal of the project. This will include providing support with planning and review, capacity building, development of monitoring tools and communication material for advocacy and learning as well as data collection and reporting of the project activities, as well as knowledge management. The MER Coordinator will be responsible for the M&E and communications function of the project including production of programme publications and maintenance of the programme resource centre. The jobholder is fosters integration of programme, M&E and communication activities. The incumbent facilitates the development of strong internal linkages within Plan International Uganda and partner staff and external linkages e.g. with media for effective communication and M&E of the project.

Key Duties and Responsibilities:
· Leads the process of developing a monitoring and evaluation plan and frameworks for the project.
· The jobholder supports Plan International Uganda and implementing partners to streamline M&E systems for effective execution of M&E function.
· Develops indicators, monitoring frameworks and tools for the project.
· Implements the project M&E framework and coordinate tasks and processes for monitoring project progress.
· The incumbent leads and manages documentation of the project data/information.
· Mentors and trains and coaches Plan International Uganda staff and partner staff on use of the M&E framework, data collection and documentation tools.
· Offer technical support and assistance to project staff on participatory monitoring methodologies with children and communities.
· Supports project baseline, mid-term reviews and final evaluations of the highest quality as per M&E framework.
· Records and analyses project monitoring data to support effective project reporting and decision making.
· Develops project progress reports in a close collaboration with the Project Manager.
· Takes a lead in documentation of project successes, best practices, case studies, lessons learnt and reflections from the project to enhance learning.
· The incumbent leads joint supervision missions
· Conducts project data quality assessments/audits.
· Coordinates, compiles and disseminates M&E information needed for periodic project planning.
· Supports work and budgets planning under the supervision of the project manager.
· Supports the preparations and modifications of Project Outlines.
· Offers support in the coordination of all GAA communication.
· Shares project information, updates and progress in a close collaboration with the Project Manager to enhance project accountability to stakeholders.
· Manages all the social media communications for the project.
·Organises, coordinates and implements project national and international level events and profiles the project activities both in local and international media networks.
· Collates the needed data/information to support development of cases to advance advocacy efforts for the project.
Dealing with Problems:
· Planning and timely response on different communication and M&E aspects, working together with diverse teams and departments.
· Quality of monitoring and evaluation of the project to inform design.
· Building the projects’ research capacity.
· Developing the capabilities of Plan International Uganda project staff and partner MER staff.

Qualifications, Skills and Experience:
· The applicant for the Plan International MER Coordinator career opportunity should preferably hold a bachelor’s degree with Honours in Mass Communications, Journalism, Public Relations and any other relevant fields from a recognised institution
· Additional training on relevant M&E and communication software (MS office, In design, Acrobat, Internet, web).
· A minimum of four years relevant work experience in performing both communications and M&E functions of a project.
· Previous exposure and experience in supporting partner organisations to conduct communications and M&E activities.
· Broad knowledge and understanding of current communication issues and trends, particularly in the humanitarian sector.
· Knowledge of environment and current effective practice on monitoring & evaluation.
· Good knowledge of how the media and journalists work in Uganda.
· Broad knowledge and understanding of child rights and development.
· Ability to effectively prioritise and execute tasks in a high-pressure environment to drive results
· Knowledge of relevant statutory and regulatory requirements
· Flexibility to respond effectively to unforeseen circumstances
· Critical thinking, problem solving, analytical and negotiation skills
· Excellent written and verbal communications skills
· Ability to multitask, lead and motivate co-workers
· IT literacy especially in the use of social media e.g. facebook, twitter, blogging, etc.
· Pro-active and highly committed to monitoring and sharing the project’s work
· Fluency in English and good working knowledge of local languages spoken in Uganda.
· Open to feedback and willing to try new approaches for programme communications.
· Understands Plan International Uganda’s needs and behaves strategically.
· Ability to work with minimum supervision.
· Demonstrate behaviour that embrace Child-centeredness, Community participation and partnership.
· Promotes creativity, innovation and learning.
· Willing to travel throughout Uganda.
