Monitoring and Evaluation Coordinator – Plan

The position is responsible for coordinating monitoring, evaluation and research initiatives in the European Commission (EC) funded Violence Against Children (VAC) project that seeks to contribute to the reduction of all forms of violence against children of 0-8 years of age in post-conflict northern Uganda within homes and communities using Early Childhood Care and Development (ECCD) as a key strategy.
The position holder will report to Monitoring and Research Manager.

Specific Job Responsibilities
• Coordinates implementation of monitoring, evaluation & research initiatives in the EC Violence Against Children (VAC) Project implemented in Apac, Lira, Alebtong, Dokolo, Kole districts.
• Leads development of the EC VAC Project indicators, monitoring frameworks, tools and guidelines.
• Leads development and design of all researches within the projects working closely with the Project Coordinator, MER Manager and technical specialist team in advocacy, ECCD and child protection.
• Supports design and delivery of major evaluation and monitoring initiatives, including project baselines.
• As a member of the project team, advises management and programme staff on monitoring, evaluation & research.
• Facilitates Training and Development activities and provides coaching and mentoring for Plan and partner staff on monitoring, evaluation & research.
• Facilitates organisational and project learning by developing, collecting and disseminating relevant internal and external project information on monitoring, evaluation & research.
• Prepares M&E quarterly progress reports on the Projects’ monitoring, evaluation & research initiatives for internal and external use.
• Support the project coordinator in completing project progress logs in SAP and provide inputs to various Plan corporate processes, reports and documents such as Annual Progress Reviews (APPR).
• Establish and manage a filing system for all project data.
• Support management in all monitoring and documentation related project activities.
• Support the utilization of the corporate M&E system within the project.
• Ensure Plans’ Child Protection Policy and guidelines are adhered to in project implementation.
• Ensure that Plan Visitors, partners and associates that contact with children through the VAC Project comply to the Child Protection Policy.

Skills and qualifications
• Bachelor degree (preferred) in Development, Social Sciences or its equivalent,
• Postgraduate diploma in M&E or project planning.
• At least 3 years in design and implementation of monitoring, evaluation and research initiatives.
• Ability to promote high performance among Plan and partner project staff and provides vision and direction.
• Coaches Plan and partner project staff on MER issues.
• Understands the EC VAC Project needs and behaves strategically.
• Strong strategic and analytical thinking.
• Monitoring and evaluation of rights-based programmes.
• Design and coordination of research projects.
• Advanced computers skills in Excel, MS Access, SPSS and other statistical packages
• Knowledge of environment and current effective practice on monitoring, evaluation and research approaches.
• Demonstrable abilities in planning and coordination.
• Excellent communication skills, both in written English and in face-to-face presentations.
• Demonstrated skills in the use of participatory approaches, case studies and rights-based programming.
• Excellent skills in report writing and project documentation.
• Experience in using data management systems.
• Excellent interpersonal, analytical and communication (verbal and written) skills with at least 3 years’ experience in monitoring and evaluation of projects/programs.
• Communication skills, appropriate to the audience.
• Excellent interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams.
• Open to feedback and willing to try new approaches on monitoring, evaluation and research.
