The African Prisons Project is an international non-profit organization that works to restore dignity and hope to prisoners across Africa. APP works holistically to change the way that criminal justice issues are addressed in the countries in which we work and empower prisoners to drive positive change. We work with Prison Service leaders who wish to develop services and policies in line with our mission and welcome our support. We pursue these changes in a two pronged approach. Firstly, by focusing on rising stars and senior management of the prison services, providing them with the skills needed to reform and improve prison systems. Secondly, by providing scholarships and training to prisoners and prisons staff pursuing legal degrees or diplomas through distance learning programmes, to support them act as educators and legal advisers to prisoners and to then take this knowledge of the law to the poorest communities upon release.
Job Summary: The Monitoring and Evaluation Officer is responsible for the development and implementation of the organization’s monitoring and evaluation strategy and to oversee the standards for quality on programs delivery, frameworks for program planning and performance assessments for the commission’s activities
Key Duties and Responsibilities:
Monitoring:
· Develop project monitoring plan (PMP) of the projects in line with project LFA and consulting with programme team and partners
· The incumbent will coordinate with Programme teams for collecting data against agreed indicators
· Actively engage with Programme teams to collect and manage essential data of their respective projects
· Ensure quality of data collected by Programme teams
· Send feedback to partners and programme teams on projects’ performance based on monitoring data findings
· Support the M&E Manager in building capacity of Programme teams on Planning, Monitoring and Evaluation (PM&E)
Evaluation:
· Support M&E Manager in designing, coordinating and conducting project evaluations (mid-term and end-line)
· Assist M&E Manager in designing and conducting Post Implementation Monitoring Survey (PIMS)
· Render support to M&E Manager in conducting Programme Data Review
· Support partners in designing and disseminating research studies by providing relevant input
Reporting and Documentation:
· Assist M&E Manager in developing monthly, quarterly, six-month and annual reports
· Develop and share field visit reports with relevant APP staff
· Upload key reports to APPs website
Planning:
· Assist M&E Manager during Annual planning and budgeting process to develop a good quality workplan and Budget for the M&E Department
· Assist M&E Manager in reviewing program plans during annual planning process
· Ensure quality of data/ statistics in project/program plans
Learning and Sharing:
· Share learning from M&E process with the wider team
· Support partners in improving learning and sharing mechanisms in their projects
· Promote culture of two way learning in the organisation
Contribution to Effectiveness of the various Programmes and APP:
· Work collaboratively with different programmes for strengthening integration and cross-learning in programmes
· Proactively volunteer for various team activities
· Show an eagerness to take on any other tasks assigned by the line manager
Qualifications, Skills and Experience:
· The applicant for the African Prisons Project (APP) Monitoring and Evaluation Officer career opportunity should preferably hold a Masters’ degree in any social or natural science discipline
· Broad knowledge and understanding of project monitoring and evaluation
· Broad knowledge and understanding of the current M&E trends and especially M&E systems in development organizations
· Knowledge of Correctional issues, challenges and opportunities
· Knowledge of SPSS software
· Knowledge of participatory research methods, participation action and learning
· Knowledge of contextual diversity of various areas of Uganda
· At least three years’ experience in monitoring and evaluation with at least 2 years with some international organisation
· Experience in monitoring and evaluating Access to justice/legal education projects
· Experience of field data collection
· Experience of report writing
· Experience of conducting research
· Experience of organizing lesson-learning sessions
· Skills in Monitoring and evaluation techniques and processes
· Experience in handling data through SPSS/Stata/Epi-info
· Good data collection and management skills
· Analytical and research skills
· Good command over report writing in English
· Excellent interpersonal skills
· Excellent computer knowledge with command on MS Excel among other packages of MS Office
· Communication skills for presenting monitoring findings
· Fluency in English
· Time management and ability to prioritise multiple tasks
· Self motivated person able to work without close supervision
· Able to work effectively in a diverse team environment
· Travelling to far flung areas independently for M&E
· Able to effectively promote APP’s mission values, and objectives
· Understanding of APP’s value system
· Understanding of APP’s work particularly in Uganda
· Knowledge of APP’s working areas in UK, Uganda and Kenya
· Willing to work additional hours at crucial times
