Monitoring and Evaluation Officer – Kampala – International Organization for Migration

IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.

Key Duties and Responsibilities:
· Work closely with colleagues, IOM Regional office and other Missions for identification of best practice M&E systems and frameworks,
· Provide proactive support to colleagues in the Mission on country strategies on migration and coordinate concept paper and proposal development in collaboration with the Programme Development Unit,
· Provide technical input on all proposals in the Mission and ensure that the inclusion of M&E frameworks, and develop the same for specific projects as required,
· The jobholder will facilitate and oversee M&E activities for IOM Mission in Uganda through supporting Heads of units and heads of Sub Offices in the Country to:
o Prepare annual and quarterly work plans and activity-based budgets,
o Develop and implement M&E frameworks and data collection methods and tools on all projects,
o Collect, analyze and report on Monitoring missions, and rapid assessments,
· Send feedback to programme/project managers for programme revisions and amendments based on evaluation outcomes,
o Build capacity of project staffs and implementing partners in M&E data collection and reporting,
o Work in close collaboration with the Project Development team at the Mission ensure quality and timely reporting and documentation of projects and other mission activities:
o Develop and oversee adherence to reporting schedules for project and program activities in accordance with donor and IOM requirements;
o Assist project staff in report drafting to ensure alignment of templates with IOM / Donor requirements ;
· Ensure quality documentation of IOM activities through briefing notes, brochures and other written and visual documentation;
· Support and provide training in liaison with different departments and sub offices in Uganda, to ensure effective implementation of projects and mainstreaming of M&E aspects in all programme implementation
· Offer technical support in designing evaluation studies, lead the process of external evaluation, Provide quality assurance support for evaluation studies, review and assist in compiling reports of evaluation studies,
· Render support in providing training to staff on specific areas such as PSEA and PD as appropriate and
· Perform any other duties as may be assigned. Perform such other duties as may be assigned.

Qualifications, Skills and Experience:
· The ideal candidate for the International Organization for Migration IOM Monitoring and Evaluation Officer job placement should hold a Bachelor’s Degree with two years of relevant experience OR Master´s degree in Development, Social or Political Sciences, Management or a related field from an accredited academic institution.
· At least two years’ experience in the field of monitoring and evaluation; programme management and strategy development with an intergovernmental organisation or INGO
· Relevant training and exposure to project development and programming highly desirable
· Expertise in IOM programme/ project cycle management processes and financial management system is desirable
· Proven experience in the logical framework approach, RBM and other strategic planning approaches
· Experience in M&E methods and approaches (including quantitative, qualitative and participatory)
· Prior exposure and experience in the implementation of M&E systems and plans
· Additional training in M&E development and implementation
· Information analysis and report writing skills
· Proven ability to work in a team and with counterparts at different levels;
· Knowledge of MS office is a must and advanced statistical skills an advantage;
· Broad knowledge and understanding of migration issues in the region an advantage
· English (fluent). Working knowledge of other UN languages.
