CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.

Job Summary:
MEAL Officer (2): The MEAL Officers will be based in Moroto and will report to the MEAL Specialist. They will help ensure strong M&E planning and will have the lead role in implementing related activities. They will train and mentor partner technical supervisors and field agents on the MEAL system; compile and analyze reports from the field and participate in project review meetings to facilitate learning sessions and action planning. The MEAL Officers are expected to start a few months into project start-up and end a few months before project closeout to align with the project timeline.

Job Responsibilities:
• Support compliance with agency and donor MEAL requirements
• Trains partners and field agents on the conduct of field-based MEAL activities
• Provides input to MEAL system design and review discussions
• Supervises quality data collection and management activities
• Leads simple analyses and reflective discussions on ongoing monitoring data
• Contributes initial findings and field-based insights to project discussions
• Fosters respectful relationships with community members and stakeholders
• Promotes honesty and integrity in work of MEAL Agents
• Implements activities according to MEAL DIP
Typical Background, Experience & Requirements:
Education and Experience
• 3-5 years of experience relevant to job responsibilities or Bachelor’s degree in relevant field.
• Sound knowledge of M & E systems
• Strong quantitative and qualitative analysis skill with ability to work with data software packages
• Good understanding of beneficiary tracking, methods for managing data quality assessment
• Ability to write reports, and training modules and manual and M&E systems
• Fluency in English (both oral and written skills)
• Ability to design develop, and implement training
• Ability to work effectively under stressful conditions
• A high level of computer literacy

Personal Skills
Required Foreign Language: English and Karimojong
Required Travel: Extensive travels within Karamoja; 40-50% within DFSA implementation areas

Supervision: Oversees work of MEAL Agents
Reports to: MEAL Manager
Internal: MEAL Manager, Project Manager,
External: Community members, partner staff, other local stakeholders, MEAL staff from other peer agencies
