Makerere University Joint AIDS Program (MJAP) is a private-not-for profit Company under Makerere University. MJAP works to build partnerships and strengthen health systems to optimally respond to HIV/AIDS, TB and other diseases of public health importance in Africa.
About Project:
MJAP will work in close collaboration with the Rakai Health Sciences Program (RHSP) to implement a program on Accelerating HIV/AIDS Epidemic Control in Masaka region (Gomba, Butambala, Sembabule and Mpigi districts). In addition, MJAP is anticipating a sub-award grant for accelerating HIV/AIDS Epidemic Control in Kampala region; under the President’s Emergency Plan for AIDS Relief (PEPFAR).
Job Summary: The Monitoring & Evaluation Advisor will offer technical guidance and coordinate efforts for strengthening the Monitoring and Evaluation system in the districts and health facilities; and supports the use of strategic information to improve programming in the districts.
Key Duties and Responsibilities:
Regularly monitor the progress of project activities and oversee reporting requirements in participating districts (completeness, accuracy and timeliness).
Summarise PEPFAR reports from participating districts.
Ensure operational OpenMRS (running tools and software in place) and ensure completeness of entries into the DHISII, HIBRID etc.
Assist the DHTs and facilities to plan M&E activities, collect and disseminate lessons learned
Work in close collaboration with the CQI Advisor to support the districts and health facilities to operationalize data management systems to track progress of performance and outcome indicators.
Offer guidance to the districts, health facilities and project staff to build capacity for managing data from the DHIS2 and HIBRID at the district level.
Provide support in the monitoring and evaluation activities geared towards the attainment of targets specified in the project strategic and operational work plans
Qualifications, Skills and Experience:
The ideal candidate for the Makerere University Joint AIDS Program (MJAP) Monitoring & Evaluation Advisor should preferably hold a Masters’ degree in Public Health, Medicine Epidemiology or Biostatistics.
The applicants must hold Bachelor’s degrees in Statistics, population studies, Health Sciences, or relevant disciplines
Possession of a post- graduate training in Project Planning, Monitoring and Evaluation
At least four years’ experience in Monitoring and Evaluation, in donor funded programs
Knowledgeable of MoH and National frameworks and understanding of Local Government Structures.
Previous exposure and experience with OpenMRS, DHIS2, HIBRID and knowledge of MER 2.1 PEPFAR indicators.
Strong skills in Statistical analysis packages like STATA, SPSS, EPiDATA, Epifo, for data analysis and database management packages.
Excellent writing, presentation and communication skills
Previous facilitation experience especially with partners at the district and lower levels.
Good analytical skills
Good team player and able to build good working relationship with the district partnership.
Ability to work in a rural setting
