Background
DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.
In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of an EU Trust Fund project in Adjumani, Kiryandongo and Rhino camp.
Purpose
The MEAL coordinator supports the monitoring, evaluation and learning of the EU Trust Fund project in all locations. The MEAL Coordinator will also support impact assessment work for EU Trust Fund Project and ensure that impact narratives are communicated to key stakeholders
Key Responsibilities
• Contribute to development and maintenance of overall M&E frameworks/system for EU Trust Fund project in accordance with DRC minimum operational procedures for MEL and DRC evaluation policy and in collaboration with technical advisors in education (Save the Children), in Livelihood (ZOA) and in conflict and land management (DRC/ZOA).
• Participate in and lead data collection in the field
• Facilitate training of data collectors and relevant country staff on M&E
• Support and facilitate data analysis
• Support monthly and quarterly reporting (specifically aggregation of outputs
• Responsible for development of M&E plans for all projects at inception
• Management of data entry , data store and databases for all M&E data
• Responsible for implementation of M&E plans, including management of outcome and impact assessment and Produce impact monitoring reports for Consortia’s internal use as well as for Donor reporting for each project cycle
• Ensure dissemination of findings from evaluations
• Plan and develop detailed data collection tools, ensure that data collection is scientific, and defendable.
• Liaise and coordinate with the DRC/DDG monitoring and coordination focal point in the HQs and Regional MEL advisor to ensure that correct procedures for impact monitoring are followed.
• Undertake field-monitoring missions to assess progress of the project implementation using standard monitoring and evaluation tools and methodologies.
• Provide appropriate and facilitative administrative follow-up actions to ensure effective application of monitoring and reporting tools
• Support the EU Trust Program Manager in facilitating assessments and studies led by external consultant.
• Ensure the compilation of human stories and other printed materials to assist the visibility of projects.
• Take part in/conduct workshops and training within and outside the organisation as may be required
• Undertake any other assignments as may be requested or delegated by the EU Trust Fund Program Manager.
Reporting Arrangements
The Monitoring, Evaluation and Learning (MEAL) Coordinator reports to the EU Trust Fund Program Manager and work in close collaboration with the advisors of the Consortium (ALP (Save the children), Livelihood (ZOA) and Conflict and land management (DRC/ZOA) and with all field managers covered by EU Trust Fund in monitoring and evaluation of EU Trust Fund project.
Personal Specifications
Essential:
• Degree in social planning, development studies, monitoring and evaluation or any other relevant education background with at least 5 years work experience in management position in INGOs.
• Excellent knowledge in Monitoring and evaluation system and processes.
• Knowledge and experience of working with Echo, EU donors.
• Possess strong analytical and conceptual skills.
• Fluent in written and spoken English.
