About USAID Project:
FHI 360 seeks to implement an anticipated USAID-funded integrated health services project in Northern Uganda. The project will work to increase utilization of HIV /AIDS, MNCH, nutrition and TB services.

Job Summary: The MEL Advisor will provide support and direction to all technical aspects of the USAID project.

Key Duties and Responsibilities:
· Manage the design and implementation of the project’s monitoring and evaluation activities, including the development of the project’s performance monitoring plan; development and monitoring of project indicators; implementation of project evaluation; synthesis of data and study outcome reports; quality assurance and auditing of data.
· The incumbent will steer the design and implementation of the project’s learning activities working closely with other technical staff in FHI 360 Head Quarters and the project, including required operations research, performance evaluations, impact evaluations and rapid/special studies. Lead efforts to develop studies which inform the improvement of integrated health services in the region.
· Design and implement mechanisms for continuous learning, collaboration and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders.
· Work closely with and collaborate with technical sector backstopping staff in M&E, research, and research utilization and learning, to achieve the highest technical quality of deliverables in these domains.
· Liaise with USAID and lead implementation of Site Improvement through Monitoring Systems (SIMS) at project sites.
· Manage the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders. Promote forums which facilitate collaboration, learning and action as a result of this information among these actors.
· Ensure that the project is aligned national health management information systems and promote data use among stakeholders for learning and policy development and programming.
· Build the capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and management, and research and learning methods.
· Ensure research implementation adheres to FHI 360 and international policies and standards and remains technically and ethically sound. Usher research protocols through FHI 360 Internal Review Board and national external review processes.
· Oversee a team of monitoring, evaluation and research staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.
· Significantly contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.
· Prepare and present presentations at professional meetings and conferences.

Qualifications, Skills and Experience:
· The applicant should preferably hold a Master’s Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field required.
· At least eight years’ experience in monitoring, evaluation and research efforts, preferably with respect to child welfare and protection systems strengthening, capacity building, economic strengthening, and service delivery. Three years of supervisory experience.
· Strong quantitative or mixed-method and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
· Computer literacy skills i.e. proficiency in the use of MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable.
· Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
· At least two years’ experience living or working in Uganda or another developing country is preferable.
· Prior experience with a USG-funded projects is preferred.
· Proven ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
· Excellent interpersonal writing and oral presentation skills in English.
· Ability to work independently and manage a high volume work flow.
