Job Summary: The Monitoring Evaluation and Research Coordinator will be responsible for coordinating monitoring, evaluation and research initiatives at national and district levels. The incumbent will offer technical support and training of programme staff in planning, design and implementation of MER activities to support organizational learning.

Key Duties and Responsibilities:
· Oversees the implementation of monitoring, evaluation & research initiatives at national and district level.
· Steers the development of indicators, monitoring frameworks, tools and guidelines for all country programmes and projects at national and district level.
· Leads development and design of all research projects in Plan International Uganda working closely with the Programme Technical and Resource Mobilisation teams.
· The incumbent technically supports the design and delivery of major evaluation and monitoring initiatives, including programme and project baselines and evaluation of the country strategic plan.
· As a member of the monitoring, evaluation & research team, advises management and programme staff on monitoring, evaluation & research.
· Actively facilitates Training and Development activities and provides coaching and mentoring for programme staff in on monitoring, evaluation & research for Plan and partner staff.
· Facilitates organisational learning in the country by developing, collecting and disseminating relevant internal and external program information on monitoring, evaluation & research.
· Prepares and sends reports on Plan Uganda’s monitoring, evaluation & research initiatives for internal and external use.
· Assists the Monitoring Evaluation and Research Manager in the timely preparation and submission of various Corporate reports and documents.

Qualifications, Skills and Experience:
· The Plan International Monitoring Evaluation and Research Coordinator should hold a Bachelor degree (preferred) in Development, Social Sciences or its equivalent.
· Possession of a Post graduate or professional training in monitoring, evaluation and research.
· A minimum of three years’ experience in design and implementation of monitoring, evaluation and research initiatives.
· Ability to promote high performance among programme staff and provide vision and direction.
· The applicant should possess the ability to coach MER staff and lead others.
· Strong strategic and analytical thinking.
· Prior experience in monitoring and evaluation of rights-based programmes.
· Practical experience in designing and coordinating of complex research projects.
· Advanced computers skills in Excel, MS Access, SPSS and other statistical packages.
· Working knowledge of environment and current effective practice on monitoring, evaluation and research approaches.
· Proven abilities in planning and coordination.
· Excellent communication skills, both in written English and in face-to-face presentations.
· Excellent interpersonal, analytical and communication (verbal and written) skills
· Communication skills appropriate to the audience.
· Excellent interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams.
· Open to feedback and willing to try new approaches on monitoring, evaluation and research.
