About ACT Health:
Funded by DfID-Uganda, Goal Uganda had been implementing the Accountability Can Transform (ACT) Health in 16 Districts of Uganda since 2014. The programme is implemented in consortium with four Ugandan partner NGOs and communities to assess health service / utilisation status and document proposed improvements in quality and use of health services. The foundations of the ACT Health programme are: dissemination of Citizen Report Cards through health worker dialogues, community dialogues and meetings between community members and health centre staff. In the community level dialogues, participants agree on priority issues and actions to address challenges at a local level. The progress is reviewed every six months. The programme also has evidence-based, people-centred district and national advocacy components. Throughout implementation, the programme tries to balance focus on responsibility, responsiveness and relationships to improve health outcomes.
Job Summary: The Monitoring, Evaluation & Learning (MEL) Officer will provide support in programme implementation, monitoring needs within the ACT Health programme team to five districts.
Key Duties and Responsibilities:
1. Ensure Follow-Up Activities and Reporting Continue as Planned
Support field teams in planning Follow-Up activities.
Ensure that 40% of 2nd Follow-Ups, 30% of 3rd Follow-Ups and 25% of 4th Follow-Ups are observed
The jobholder will also ensure that timely guidance and feedback is provided to continuously improve programme
2. Monitor Stakeholder Involvement and Other Activities for Risks to Research
Ensure that all sub-county and District stakeholder engagement is consistent with guidance
Have a keen eye on and report any engagement that could pose a risk to research
Note and report to Senior MEL Manager similar or complementary civil society or GoU programmes
Offer support to partners in doing annual updates and analyses of District Who is Doing What Where (WDWW)
3. Support Partners to Monitor and Systematically Document District People-Centred Advocacy
Keenly review and spot check partner reports and process tracker
Assist partner Manager and Officers’ “data fluency” through own analysis of process tracker
Support partner Manager and Officers to directly input to the ACCESS database and run queries
Ensure data fluency though support to field teams systematic review and understanding of evidence
Build and actively cultivate a sense of partner ownership of data through support and analysis
Use standard system and support partners to monitor district level advocacy processes
Use standard system and support partners to monitor district level advocacy outcomes
Qualifications, Skills and Experience:
The applicant for the GOAL International Monitoring, Evaluation & Learning (MEL) Officer career placement should preferably hold a Bachelor’s degree in a relevant field
At least three years’ work experience
Language skills for the region i.e. Fort Portal
Past experience with qualitative monitoring systems
Prior experience with quantitative data analysis
Previous experience in participatory pedagogy / training or mentoring
Excellent diplomacy skills
Demonstrated ability to build consensus among peers and partner organisations
Confidence and belief that communities can self-advocate and make change
Ability to manage change and uncertainty with a positive and constructive attitude
Initiative and proactivity in problem identification and proposing solutions
Highly analytical and systematic in thinking and planning
Detail oriented and capable of reviewing data for consistency, clarity and accuracy
Exceptional communication skills (written and verbal)
