National Human Resource Manager – Entebbe – SOS Children’s Villages

SOS Children’s Villages Uganda is an indigenous non-government, social development organisation affiliated to SOS Children’s Villages International, a worldwide child care organisation, currently running Children’s Villages and other projects in 135 countries around the world. SOS has been working in Uganda since 1991, and runs Children’s Villages and other projects at Kakiri, Entebbe (Abaita Ababiri), Gulu and in Fort Portal – Kabarole district.

Job Summary: The National Human Resource Manager is primarily responsible for leading the strategic function of human resource (HR) management within the Organisation. The NHRM shall be responsible for setting the strategic direction and growth of human resources, including manpower development and planning, with the major objective of taking both staff performance as well as organisational performance to a higher level. The jobholder leads, and strongly contributes to an environment for enhanced organisation development. The position shall be a key member of the Senior Management Team and must deliver strong results.

Key Duties and Responsibilities:
Workforce Planning and Compensation:
· Drive, implement and monitor implementation of HR Policy, Strategy and other employment regulations of Uganda.
· Carry out workforce planning
· The incumbent will design the compensation system
· Drive the recruitment process in accordance with the recruitment policy and standards
· Develop strategies for motivating staff development to support the retention of highly skilled and talented staff.
· Plan, implement and monitor the annual departmental budget for staff and organisational development.

HR Development:
· Develop and implement a learning and development plan
· Lead change management initiatives through effective communication for sustained change implementation.
· Take lead in human resource policy development and review, ensuring strong participation of staff teams, management and the board of trustees.
· Take lead in the implementation of performance management processes ensuring that staff and managers set very clear Key result areas, recognise success and implement performance improvement plan.
· Coordinate staff orientation, induction and development processes for new staff and oversee an effective performance management system for all newly recruited staff.
· Develop, implement and monitor implementation of the Code of Conduct.

Organisational Development:
· Design organisational structure and support the design of programmes and activities to enable senior management to design, organise activities, develop job descriptions and allocate people to the right jobs for effective performance.
· Drive implementation of good management and accountability standards across the MA.
· Assist the National Director in all areas of human resources and organisation development.
· Keenly monitor local legal compliance and recommend actions to the National Director / Board of Trustees.
· Support the Board of Trustees in the development of good governance practices and standards.

People Management:
· Lead the functional team, managing their performance and ensuring development of direct reports
· Plan, implement and evaluate employee relations in line with the human resource policies.
· Develop a staff information system and database.
· Avail HR information to the relevant authority.
· Develop an effective internal communication system to ensure staff are updated with relevant organisational information.

Qualifications, Skills and Experience:
· The applicant should preferably hold a Bachelors’ degree in Human Resources Management plus a post graduate diploma in Human Resource Management or a Master’s Degree in Human Resource Management.
· A minimum of six years’ experience, three of which should be in a senior HR Management role.
· Excellent planning, organisational and implementation skills.
· Excellent interpersonal skills with ability to initiate good team understanding and people management
· Previous experience in office management with good understanding of financial matters will be an added advantage.
· Broad knowledge and understanding of good governance principles
· Good understanding and experience working with human/child rights, child development approaches, family & community development, advocacy and rights-based programming.
· Good practical knowledge of commonly used computer software (word, outlook, excel, power point) with strong written and oral communications skills
· Strong leadership skills and experience in performance management and monitoring.
· Able to work effectively in a multi-site organization requiring strong communication, organization & negotiation skills.
· Excellent networking and representation skills.
· Demonstrated ability to lead and motivate staff, to set clear strategic direction, and to create opportunities for their development.
· Ability to lead, manage & implement complex processes to successful conclusion.
· Excellent English language skills, both written and oral.
· Previous experience in working with the Board of governance is desirable
