Job Summary: The National Migration Health Promotion Coordinator will primarily be responsible for the implementation and coordination of the PHAMESA and JUPSA programmes; to mobilize necessary resources to expand the migration and health promotion agenda in Uganda and enhance IOM’s engagement on fishing community with Regional Economic Communities in Africa.
Key Duties and Responsibilities:
Assist in ensuring the effective implementation and results-based management of all health promotion programmes, including all operational, financial and administrative aspects in coordination with the Resource Management Unit and in line with IOM’s policies, practices and global standards on migration health, donor requirements and scientific standards.
Mentor and supervise IOM staff and consultants working on health promotion programming and assure that IOM standards and ethical code of conduct is respected. Oversee recruitment processes.
Work in close coordination with senior staff in headquarters and regional offices, participate in alignment of Uganda’s migration health promotion strategies with global migration health goals, regional trends and existing policy frameworks set by relevant African health authorities including the East African Community (EAC).
Take lead of IOM’s engagement on fishing communities with a particular focus on addressing gender inequalities and in the framework of regional and national priorities and commitments.
Collaborate with Makerere University on the design, and implementation of a post-graduate course on migration and health.
Build and maintain strong and regular liaison with various stakeholders (government authorities, national and international organizations, NGOs, and UN agencies) with the aim of coordinating current initiatives and ensuring that future areas of interventions are aligned to national, regional and global priorities.
Identify potential donors, assess donor priorities in the health sector, and identify potential funding opportunities. Work closely with the CoM and the Project Development Unit in seeking funding opportunities and support donor liaison. Develop concept notes and project documents to share with donors.
Offer technical assistance and capacity building to governments and key partners on migration and health promotion. Assist in increasing the capacity of governments to respond effectively to health among migrants through designing, monitoring and delivering capacity building and awareness training/seminars on migrant health.
Draft issues papers, policy briefs and country briefs on migration and health. Coordinate and promote IOM Uganda’s research on migration health with a particular focus on “space of vulnerabilities” such as urban areas, transport corridors, fishing communities and specific vulnerable groups such as adolescent women in migrants’ affected-areas
Represent IOM in national and regional meetings on health and prepare relevant contributions such as abstracts, and presentations.
Perform such other duties as may be required.
Qualifications, Skills and Experience:
The ideal candidate for the International Organization for Migration IOM National Migration Health Promotion Coordinator career opportunity should hold a Bachelor’s Degree or equivalent with four years of relevant experience or Master’s degree or equivalent or higher with 2 years of relevant experience in health from an accredited academic institution.
Specialized courses on gender and/or reproductive health a distinct advantage.
Specialized courses on epidemiology and applied evidence-based methods also an advantage.
A minimum of four years’ (two years’ for Master’s degree/or equivalent or higher) of relevant professional experience in project implementation of public health projects, including financial management and results-based management.
Four years’ (two years’ for Master’s degree/or equivalent or higher) of experience developing projects and mobilizing resources.
Programmatic and/or academic experience on migration and health a distinct advantage.
Programmatic and/or academic experience on gender and women empowerment a distinct advantage.
Proven experience supervising staff from diverse national, cultural and academic backgrounds.
Ability to liaise effectively with a wide array of stakeholders including government officials, NGOs and UN agencies.
Self-confidence and ability to speak in public, including to scientific audiences.
Top-notch English writing skills and an appreciation for the economy of words.
