National Procurement Officer – Kampala – Belgian Development Agency

Belgian Development Agency, BTC Uganda mobilizes its resources and expertise to eliminate poverty in the world. They support more than 200 cooperation projects in 20 countries including Africa, Asia and Latin America.

Key Duties and Responsibilities:
Offer timely support to the projects in the initiation and follow-up of public tender processes
Actively participate in procurement planning with projects
Provide technical support through the good application of the Belgian/Ugandan procurement legislation
Manage procurement correspondences
Keenly review specifications and provide relevant feedback
In a timely manner, follow up legal opinions with the local legal advisor
In an innovative way, develop and apply a quality control mechanism for contract execution by providers (integrate M&E in contract management)
The incumbent will also manage the central tender registry
Support in the management of the grant system
Roll out innovations/changes in the Belgian and Ugandan procurement legislation

Qualifications, Skills and Experience:
The applicant should preferably hold a University graduate in project management or procurement related field
Broad knowledge and understanding of public procurement under Ugandan legislation
Working knowledge of Belgian procurement rules is an important asset
Working experience with GoU structures, especially the procurement processes
Prior exposure and experience with bilateral or multilateral agencies is an asset
Significant M&E experience and a good understanding of the project cycle
Excellent written and spoken English
