UN National Project Coordinator – Skills Development – (ILO) – Kampala

Job Summary:
The National Project Coordinator- (Skills Development) will report to the Programme Manager (PM) in Uganda and ensure delivery of technical-related outputs on skills development. S/he will receive additional technical support from relevant Specialists in DWT Pretoria, CO Dar-es-Salaam and HQ as required.

Key Duties and Responsibilities:
Analyse economic and labour market trends and employment priorities in host communities and refugees settlements in order to help align skills development interventions of the partnership with the broader policy frameworks and employment creation potentials.
Identify training needs of partners and, in consultation with the PM, organize and deliver training workshops for tripartite partners and target groups as appropriate.
Provide inputs in the design and support for capacity building of relevant government ministries, ILO social partners and other partners to facilitate knowledge, awareness and smoother implementation of skills development programmes and initiatives.
Support effective coordination and implementation by draft activities and overseeing implementation of skills development interventions, monitoring and evaluation of activities through field visits and discussions with project implementing partners, development and analysis of progress reports.
Provide technical inputs in drafting plans, curriculum, tools, manuals, and other training materials for use by the project, especially related to skills development and recognition.
Prepare terms of references for consultants and participate in sourcing and evaluation of local service providers/consultants as appropriate.
Provide technical guidance and support to implementing partners to facilitate smooth implementation of skills development programmes and initiatives.
Ensure meaningful engagement of the ILO and tripartite partners in relevant thematic working groups on skills development.
Development information databases covering programme activities and partnerships on education, training and skills initiatives in Uganda with particular focus on host communities and refuges.
Participate in and as appropriate, lead the organization of conferences, seminars, workshops, training sessions and other project events including representation of the ILO at meetings related to the project (including UNDAF processes), thematic donor/partner meetings and sector meetings of tripartite partners.
Perform any other duties as assigned by the Programme Manager.

Qualifications, Skills and Experience:
The ideal candidate for the United Nations International Labour Organization (ILO) National Project Coordinator – Skills Development job vacancy must hold a first level university degree in a relevant field in technical and vocational education, development, social science, economics, education, labour or a related discipline/field.
A minimum of two to three years of professional experience in the area of skills development, project design, management and implementation. Familiarity with ILO policies, technical programmes and procedures, including experience working with the United Nations, Ministries of Labour, Education, Trade or other government Ministries Departments and Agencies, would be an added advantage, as would experience working in crisis and refugee settings
Languages: Excellent command of one working language of English and good knowledge of another official language of the duty station.

Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.
Excellent computer/information application skills, including word processing, excel, power point etc.
Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements or cultures.
