POSITION SUMMARY:
The Principal Investigator (PI) is a global position that will have full administrative, fiscal, and scientific responsibility for the approved workplan and budget for ICAP’s proposed CDC project, Enhanced Integrated Surveillance, Prevention, and Treatment for Key and Priority Populations in the Republic of Uganda under PEPFAR. The PI will foster collaborative partnerships between ICAP, CDC, regional and local government counterparts, and other stakeholders. The PI will oversee and provide expert technical and scientific guidance to the design of project-related activities and surveillance protocols in line with CDC requirements.
MAJOR ACCOUNTABILITIES:
• Liaise with the Country Director and Chief of Party to ensure all project activities are aligned with CDC requirements and completed on time.
• Foster innovative, cost-efficient, and effective strategies for strengthening HIV epidemic control through state-of-the art surveillance and enhanced HIV services to key populations.
• Develop, manage, and maintain strategic partnerships among a variety of stakeholders, partners, governments, civil society, and donor organizations.
• Identify opportunities and negotiate partnership programs to leverage other donor, governmental, and organizational resources.
• Serve as the primary point of contact with CDC staff; maintain high level of communication with CDC points of contact within project and grants management concerning scientific, technical, programmatic, business and administrative aspects of award.
• Ensure compliance with the financial and administrative requirements of the award.
• Work closely with designated officials within ICAP and Columbia University to create and maintain necessary documentation, including both technical and administrative reports.
• Monitor level of effort of all ICAP staff charged to the project to ensure consistency with the effort devoted to the project work plan, as well as monitor the activities of consultants.
• Ensure that CDC is notified and requested to approve significant changes in effort on the part of key personnel working on the project during each budget period.
• Submit annual certification of all ICAP staff charged to the project through the university’s established effort certification and reporting technology system.
• Ensure work meets the highest ethical standards and is conducted without real or apparent conflicts of interest and in compliance with federal, state, local laws and university policies.
• Ensure that all financial records and reports are accurate, auditable, and submitted on time and according to CDC requirements.
EDUCATION:
• PhD in medicine, public health, or related subject area.
EXPERIENCE, SKILLS, AND QUALIFICATIONS:
• 12+ years of senior level management experience of projects and programs in health system policy, HIV prevention and care, capacity building, and medical education.
• Demonstrated capabilities in management, high-level strategic visioning and leadership, and experience managing CDC or other USG or PEPFAR-financed projects.
• Demonstrated experience coordinating and collaborating with a broad set of stakeholders, including multi-lateral and international donors and local and international NGOs.
• A strong first author publication record in peer-reviewed journals with demonstrated expertise in HIV/AIDS research.
