Key Duties and Responsibilities:
Support the International Procurement Officer in the supervision and management of the Procurement actions;
The incumbent will pre-verify the PRs and if require seeks further information and/or clarification from the requester;
Regularly check whether requests for action under her/his responsibility (assigned by the Procurement Officer) are in accordance with relevant rules and procedures of the Organization and advise the Procurement Officer of results of preliminary review;
Make initial recommendation regarding the type of bid to be requested;
The incumbent will draft/revise the solicitation documents, for the procurement cases assigned to staff member, as per comments/advices from the IPO;
After approval of IPO, distributes solicitation documents to invited vendors and follow -up/confirms receipt of solicitation documents for the procurement cases assigned to staff member.
Draft communications with procurement actions’ requesters to obtain additional information that may be required to complete the procurement process including review by Procurement Committee.
The incumbent will also arrange and attend TOP and LPC meetings in the capacity of Secretary and further address issues (if any) raised by the LPC members;
Assist in making a preliminary review of bids received (i.e. prepare Commercial table for the review/approval) and forward bids to requester for technical
The jobholder will ascertain that all relevant approvals and clearances have been obtained. Under the direction of the International Procurement Officer, prepare and then issue tender documents, Purchase Orders/Contracts and POs/Contracts amendments using appropriate standard models amended as appropriate, ensuring that all relevant information has been provided and that tenders/contracts documents are complete and correct in all details;
Regularly respond to telephone/email queries from potential suppliers, bidders, contractors, requesters and directs queries as necessary to responsible Officers thus to prepare/issue official clarifications to all invited vendors.
The incumbent will dispatch invitations to bid, clarifications, purchase orders/Contracts, amendments to PO/Contracts to suppliers both by email and physically by hand when needed.
At the time of payment, verify all supporting documentation is provided by the project concerned;
LDs are calculation and submits the payment voucher (DV) for the certification of the IPO;
Regularly monitor and carry out follow-up action on both invitations and POs acknowledgement, delivery by suppliers and acknowledgement by consignee, to ascertain that goods are shipped according to promised schedules and arrive to such schedules in order to close POs;
Undertake general review of pending matters in the unit and report to the Procurement Officer. Drafts, on own initiative, routine correspondence related to follow- up matters;
Maintain and update the procurement monitoring date base including keeping track of all Purchase Orders (online and off line) issued and make recommendation for payment;
Act as the focal point for vendor management including vendor registration, vendor performance rating and reviewing list of invitees (vendor) for each solicitation;
Perform other related duties assigned by the supervisor.
Qualifications, Skills and Experience:
The ideal candidate for the Food and Agriculture Organization of the United Nations (FAO) Procurement Assistant job opportunity should hold a Bachelor’s degree in Procurement Management or any other related discipline
A minimum of two years of professional experience in handling complex procurement processes in a large or an international organization.
Computer literacy skills are mandatory.
Working knowledge of English as an official language of the UN is a must.
