Job Summary: The Procurement & Logistics Officer will support the HR & Administration Manager in ensuring the timely accomplishment of the country program targets through judicious and efficient implementation of operational plans and targets including; supply chain, procurement, inventory and logistics management, repairs and maintenance, Assets management, security, and fleet management in accordance with TNS policies/procedures and Donor requirements.
Key Duties and Responsibilities:
· The incumbent will manage the implementation and adherence to the procurement policies and procedures.
· Work closely with program heads, coordinate requisition and delivery of items to ensure that requisitioned items are delivered in the right quantities and time.
· Plan and manage annual pre-qualification of suppliers and service providers.
· The incumbent will be in charge of the solicitation of bids, analysis and presentation to the procurement committee in line with TNS procurement policy & guidelines.
· Manage TNS assets through routine and timely repairs and maintenance; continuous supply of utilities, timely payment of rent and renewal of contracts, Molls and operational licenses.
· The incumbent will also ensure the timely submission of assets and personnel details for insurance cover and management of insurance claims in accordance with TNS policies & procedures.
· Ensure safety and regular update of the Fixed Asset Register, engraving of all assets, identify/notify management on assets due for disposal and participate in midyear/annual Asset verification
· Oversight of security at the secretariat & sub offices to ensure safety of TNS property and personnel.
· Prepare and negotiate leases, contracts and agreements to support TNS with securing the best financial position possible.
· Regularly review and ensure timely maintenance of vehicles and equipment; review of vehicle logbooks and fuel total reports and prepare fuel consumption report to inform management of any discrepancy/ anomaly.
· Management of vehicle fleet, appropriate allocation and safe use and coordinate transportation schedules as requested and maintain a log of vehicle hires.
· Provide leadership, coach and mentor operations personnel (Drivers, Office Assistants, Cleaners etc)
· Perform any other duties as assigned by the HR & Administration Manager.
Qualifications, Skills and Experience:
· The applicant should preferably hold a Bachelor’s degree in Procurement, Administration or Business Studies from recognized college or university. Post graduate Diploma or part qualification of a professional course in procurement is an added advantage.
· At least three years’ experience in a field directly related to operational duties and specified responsibilities.
· Prior experience working with INGO or development agencies is an added advantage.
· Proven exposure and experience in sourcing and contract management, including ability to review demands and trends and to develop strategies to fill identified gaps.
· Excellent computer skills esp. Excel Spreadsheets and Ms Word.
· Excellent communication and presentation skills.
· Result oriented & high levels of integrity.
· Proactive attitude and strong negotiation skills
