The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide. EGPAF Uganda Country program is currently implementing a number of projects in partnership with various donors.
About USAID RHITES Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health Integration to Enhance Health Services in the South West Uganda Project (RHITES) whose aim is to increase the availability, accessibility and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal and child health services; family planning; nutrition assessment, counseling support; malaria prevention and treatment and other primary carer services.
Job Summary: The Procurement Manager will mainly ensure that all procurement and logistic activities for the Foundation are done in compliance with EGPAF Policies and procedures, Government laws and Donor Rules and Regulations.
Key Duties and Responsibilities:
· Develop, maintain and monitor the implementation of the procurement plan
· Ensures the acquisition of goods and services following the country and donor procurement regulations, proper storage and issuing of goods supplied to the end user in an efficient and effective manner.
· Regularly review purchase requests, documentation and evaluations, purchase orders and contracts, ensure integrated internal controls in procurement, timely payment of vendors and ensure appropriate procurement auditable support documents.
· Set re-order levels of stock items and support producing of stock usage reports, coordinate sourcing strategies and development of supply base.
· Support procurement process of sub awards, evaluation and contract preparation.
· The job holder will develop a system of tracking procurement and logistics requests and oversee preparation of weekly stock status reports, monthly stock usage reports and quarterly stock taking.
· Provide technical input to budgets and project proposals for procurement and logistics activities, contribute program monthly management reports as well as contributing to quarterly donor reports on critical procurements.
· Facilitate procurement audits and internal compliance reviews.
· Prepare and manage tenders, manage prequalification of suppliers, select vendors, prepare summary bid analysis, develop and maintain suppliers’ relationships.
· Manage the automated procurement and stores system.
· Mentor and supervise the Procurement Officer and Stores Officer.
Qualifications, Skills and Experience:
· The Procurement Manager should hold a Master’s degree in procurement and Logistics Management, OR a Bachelor’s degree in procurement with professional qualification in procurement.
· A minimum of seven years’ experience in managing logistics and procurement.
· Working knowledge of international funding agencies procurement procedures and familiarity with commodity management tracking systems.
· Demonstrated ability to work with limited supervision
· Excellent written and verbal communication skills
· Computer literacy skills
