Uganda National Cultural Centre (UNCC) is a semi-autonomous body established by an Act of Parliament (UNCC Act Cap 50). It is mandated to preserve, promote and popularize Art and Culture in Uganda and beyond.
Job Summary: The Procurement Officer will mainly oversee activities in Uganda National Cultural Centre Procurement and Disposal Unit (PDU) and handle the procurement and disposal of all equipment, stationery, service and works contracts for all departments cost effectively, in appropriate quantities and at required time.
Key Duties and Responsibilities:
· The incumbent will manage all activities of the PDU purchasing operations according to PPDA and UNCC laid down procurement policies and procedures to ensure maximum efficiency.
· Manage the procurement planning processes for all departments and sections in UNCC and develop a comprehensive annual procurement master plan for Management control
· Guide staff on all individual procurement and disposal methods and practices.
· Work closely with the end users to determine and compile ail procurement and disposal requirements of the departments for submission to senior management for approval.
· Prepare Contracts Committee schedule for meeting and timely submissions for Contracts Committee approval.
· Recommend membership of the evaluation committees and management of the evaluation process.
· The incumbent will maintain a prequalified list of suppliers for a specific period.
· Prepare and submit monthly reports for submission to PPDA and quarterly reports to the Board through the Executive Director.
· Provide secretariat services to the Contracts Committee.
· The incumbent will also manage pre-bid meetings, bid closing and bid opening.
· Overall procurement data management
· Perform any other duties as may be assigned by the Executive Director.
Qualifications, Skills and Experience:
· The applicant must hold a good Bachelor’s degree in Procurement and Logistics Management, B.Com, BBA with specialty in Procurement or in a related field.
· Possession of a Masters in Procurement and logistics Management or CIPS is a must.
· At least two (2) years’ experience
· Excellent communication and inter-personal skills.
· Good knowledge of Public Procurement and Disposal.
· Excellent analytical and report writing skills.
· Good computer skills.
