Stromme Foundation works in close partnership with Lakarmissionen (LM), a Swedish development organization with the vision to support the desire and ability of vulnerable people to change their living conditions. This is done through effective methods and close collaboration with local partners in 40 countries worldwide. LM’s focus areas are Social Care, Education and Self-Sufficiency and, in addition, the organization also has a considerable Emergency Relief commitment. Currently, LM regional office is based in Kampala at Stromme Foundation East Africa. It was set up to coordinate and follow up the work of partner organizations in Africa and in particular the East and Central Africa region.

Job Summary: The Program Controller is a management position at the Regional Resource Center in Kampala, charged primarily with the financial follow-up, reporting and all related aspects for Lakarmissionen’s programs and projects in the region. The Program Controller will work in close collaboration with the Program Manager and RRC Director in the overall project and program monitoring and follow-up process. The person will be in frequent touch with Lakarmissionen’s partner network in the region which means extensive travelling both nationally and regionally – and at occasions even internationally.

Key Duties and Responsibilities:
The incumbent will play a focal role in monitoring and following up the financial reporting of all projects throughout the project year.
Be an active part of budget planning process of partner organizations and approve budgets before executing fund transfers.
Follow up on quarterly, midterm and annual financial reporting and hold and also support and assist Program Manager with finance related aspects of narrative reports.
Actively participate in the overall program monitoring and follow-up, when and where necessary.
Follow up on annual audit reports from partners.
The jobholder will also strengthen and develop project partners’ capacity with regards to financial and administrative capacity.
Active participate in the assessment and board recommendation process in relation to the different grant decision meetings held during the course of the year.
Work in liaison with the Program Manager and RRC Director, develop funding proposals and periodic reports to funding agencies and ensure that institutional objectives are performed in cooperation with partner organizations.
The incumbent will be a part of mapping opportunities for institutional funding locally and regionally.

Qualifications, Skills and Experience:
The applicant for the Program Controller vacancy should hold a Bachelor’s degree in Commerce, Business Administration or comparable. Possession of a Post-graduate exam in Business Administration, Public Administration or related field desired
A minimum of three years of working experience in a similar position.
Specific experience from Humanitarian Development fields such as Social Care, Self-Sufficiency, Education & Training and Emergency Relief is also an added advantage
Documented working experience from the Humanitarian Development world.
Good knowledge of financial systems and bookkeeping software, etc.
Good administrative knowledge and experience.
Very well organized, structured and meticulous.
Should be used comfortable with and used to training others.
Highly creative individual who possesses energy, self-confidence, and flexibility; thrives in a dynamic, multi-cultural environment.
Time conscious and punctual.
Broad knowledge and understanding of Humanitarian Development, such as Social Care interventions, Education concepts as well as Microfinance, Vocational Training and Self Sustainability concepts.
The applicant should be adaptable, be a good team player and of high integrity.
Possess leadership qualities.
Willingness to travel extensively locally and regionally.
Possession of a valid driver’s permit is ideal
Excellent written and verbal communication in English.
Good knowledge in French is desired Hold Christian values.
