Program Director – Kampala – Uganda Cancer Society

About US:
Uganda Cancer Society (UCS) is a nationwide umbrella organisation dedicated to eliminating cancer as a major health problem in Uganda by coordinating all organisations in the fight against cancer. UCS is also focused on patient support programs and resource mobilization for various cancer activities at national level.

Job Summary: The Program Director provides technical oversight for program development, program implementation, information management, financial management, audit, monitoring, evaluation, and capacity building in accordance with donor agencies and along UCS guidelines. Further, the job holder contributes to dissemination of results and project achievements and is ultimately accountable for the program quality assurance, synergy and impact in line with donor and UCS commitments. The incumbent will work closely with the Board to assume the responsibility for UCS representation; donor liaison; fundraising; facilitating UCS’s work through partner organizations; UCS program strategy development and organizational sustainability.

Key Duties and Responsibilities:
1. Program Strategic Planning and Management:
· Oversee the design and development of project strategies and plans with project teams in line with the overall Uganda Cancer Society strategic plan.
· Responsible and accountable for the programmatic management of all in country projects
· Develop and strengthen project staffs’ understanding on project cycle management, partnership and participatory capacity assessment of partner organisations.
· Ensure that project staff are implementing program activities in line with donor requirements to achieve project outcomes.
· Ensure staff are conducting regular project monitoring, review and evaluation to achieve quality programs.
· Manage the preparation of timely and cost effective operational plans, budgets and strategic plans with the project teams.
2. Program Financial Management:
· The incumbent will ensure financial training for non-financial staff for in effective country program financial management, including procurements, project implementation, compliances, project financial reporting.
· Support the budget planning processes to ensure that project funds are expended according to laid down procedures and plans.
3. Collaboration, Networking, Representation, and Communication:
· Build and strengthen linkages, collaboration and networking with other civil society organizations and government and other relevant institutions to enhance UCS visibility, project activities, and impact.
· Represent UCS in various platforms and maintain positive linkages with government decentralized departments and other relevant stakeholders with regarding UCS activities.

Qualifications, Skills and Experience:
· The applicant should preferably hold a BA/BSc Degree or equivalent in Social Sciences, Development Studies and other discipline relevant to UCS program focus areas (Education, Health/HIV, etc.).
· Possess an MA/MSc. Degree with Postgraduate/specialized training in project planning, monitoring/evaluation.
· At least five to ten years of previous management experience of humanitarian assistance, rehabilitation and/or development programs
· Significant work experience with international NGOs and/or non-profit organizations
· Proven NGO experience in program design, development and management
· Proposal and report writing skills
· Experience in liaising with government officials and a variety of donors
· Prior experience in organizational development and quality improvement is desirable
· Taking the lead and establishing something new in the world of work
· Sport and play experience
· Excellent organizational skills and ability to multi-task on a constant basis
· Excellent interpersonal communication skills to build rapport with staff, partners, government officials, donors and community leaders
· Ability to work under pressure meeting deadlines in a fast paced fluid environment
· Good problem solving skills
· Dynamic, proactive self-starter able to work independently
· Effective cross-cultural communication skills
· Able to work with uncertainty and be interested in creative and flexible responses and innovative practice
· Strategic thinking and planning skills
· Knowledge of program management tools and procedures
· Working knowledge and skill in people management
· Knowledge of influence management, organizational assessment and development
· General knowledge of budgetary control and financial management, including ability to read and understand financial data
· Written and verbal communication in English Language
· Ability to secure donor funding
· Proven experience in proposal development and report writing
· An interest in learning
· Proposals packaging, gender mainstreaming, governance, civil society strengthening skills is desirable
· A positive attitude with a mind-set of delivering development services in a professional manner
