Job Summary: The Program Management Specialist (HIV/AIDS Prevention) serves as the team’s leader on HIV/AIDS prevention issues and provides leadership in identifying opportunities for USG engagement in HIV/AIDS prevention programming. He/she is will take a lead role in identifying ways for effective collaboration and coordination with the Government of Uganda and other development partners. He/she will work across DO3 and other offices in the mission to support a coordinated, strategic approach to HIV prevention programming.

Key Duties and Responsibilities:
Manage the $12.7 million HIV prevention budget ensuring that key priorities are adequately resourced.
Acts as the primary expert and advisor on HIV prevention issues to the USAID/Uganda Mission.
Offer support in the development, improvement and dissemination of sound HIV/AIDS prevention policies and strategies in response to evolving epidemiological evidence.
Build and strengthen effective linkages between HIV prevention and care and treatment programs to ensure holistic and integrated approach to HIV/AIDS programming. He/she identifies opportunities and strengthens existing opportunities for integration of HIV/AIDS with health, economic growth, health systems strengthening and governance activities, and other areas of the Mission as appropriate.
Maintain familiarity with current state-of the-art programmatic and research innovations towards the reduction of high-risk behaviors related to HIV transmission. He/she will provide expert advice to DO3 and the Mission on new and emerging priorities and approaches that significantly impact HIV transmission.
Participate as a senior USAID/Uganda representative in national level technical, programmatic and policy meetings and consultations related to HIV/AIDS prevention including meetings with partners, working groups, launches and occasional international events.
Participate and take the lead on each stage of project design for new HIV prevention activities, including drafting and getting approval for concept papers, writing scopes of work, evaluating applications/proposals, and starting up new projects.
Technically advise and make recommendations on the need for short-term technical assistance from and write the technical components of the scope of work for the consultants.
Prepare reports and responses to USAID/Washington adhoc requests for information.
Work closely with GoU officials, development partners, NGOs, and other implementing agencies in the specialized areas for which he/she is responsible.
Provide expert advice and leadership in programming HIV prevention activities for key and priority populations.
Participate collaboratively in inter-agency and national level HIV prevention technical working groups.
Serve as Contracting Officer Technical Representative (COTR), or Acting Manager, and conduct day-to-day management of specified prevention activities. Provide technical input on annual work plans, quarterly and annual reports for implementing partners and ensure these are consistent with current USG and GoU prevention priorities. Maintain specific and in-depth knowledge of applicable USG laws and legislative directives as well as regulations, particularly regarding to the allowance used of HIV/AIDS funds in the spectrum of prevention programming.
Assume responsibility for the financial management of assigned activities which includes ensuring that obligations, expenditures, and budget pipelines conform to action plans. Ensure appropriate and timely incremental funding of activities.
Work closely with USAID partners to ensure that program achievements and lessons learned are disseminated to sector representatives.
Support the Monitoring and Evaluation Program Manager with updating the Performance Monitoring Plan on an annual basis. Assume responsibility for verifying the data quality, tracking tools and data synthesis and use of HIV/AIDS performance indicators, in particular those provided through prevention activities. Ensure all routine and ad hoc reporting requirements reflect fully the entire Mission’s HIV/AIDS prevention indicators and reporting against targets.
Support and strengthen coordination and harmonization of prevention approaches and messages across USAID-funded activities.

Qualifications, Skills and Experience:

The applicants for the United US Embassy Program Management Specialist (HIV/AIDS Prevention) job opportunity should hold a Master’s Degree in Public Health, Medicine, Social or Behavioral Sciences.
A minimum of eight years of progressively responsible experience in HIV/AIDS strategy and program development and implementation, with specific reference to prevention of sexual transmission in diverse contexts;
Increasingly responsible experience in the design, implementation, monitoring and evaluation of international HIV/AIDS prevention, behavior change communication (BCC) and community based initiative, including program design, implementation and evaluation in developing countries.
Proven ability to interpret and apply relevant regulations, policies, and operational guidelines of entities such as the U.S. government, international health organizations, or international development organizations;
Demonstrated knowledge of USAID and PEPFAR processes through which HIV/AIDS programs are planned, reviewed, approved, implemented and evaluated; Demonstrated ability to work collaboratively and effectively in a high performance environment and under tight deadlines.
Prior exposure and experience in disseminating, analyzing and building the capacity of practitioners to use HIV/AIDS epidemiological data;
Demonstrated program design and effective implementation experience in generalized epidemic settings;
Broad knowledge and understanding of HIV/AIDS preventions, BCC, and community-based initiatives, including program design, implementation and evaluation;
Significant experience in translating data into practice in low income settings;
Previous experience in behavior change methodologies and their application to HIV/AIDS;
Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation;
Knowledge of or experience working with the President’s Emergency Plan for AIDS Relief.
Proven interpersonal skills and experience in working effectively in an independent capacity, and as a member of a team;
Demonstrated skill to deal effectively and diplomatically with multiple U.S. and host country government agencies, non-government organizations, faith-based organizations and/or the private sector;
Evidence of excellent interpersonal, facilitation, and teamwork skills/experience;
Demonstrated ability in building and maintaining close counterpart relationships, both governmental and in the community;
Demonstrated ability to work collaboratively and effectively in a high performance environment; under tight deadlines. Must have proven ability to communicate quickly, clearly and concisely – both orally and in writing in English;
Excellent verbal and written communication skills including a demonstrated ability to write technical documents and give state-of-the-art presentations to colleagues;
Excellent computer skills (MS Word, Excel, Power Point, and Outlook, Access, and statistical and other relevant software) are required for effectively operating in this position.
Good computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements, both program and impact.
Language Proficiency: Level IV (fluent) English language proficiency, speaking and writing is required.
