CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.

Background
CRS is leading a consortium of 8 implementing and technical partners to run a five-year USAID/FFP funded $35 million program called Nuyok to build resilience to shocks, enhance livelihoods and improve food security and nutrition for vulnerable rural families in three districts of Karamoja – Abim, Nakapiripirit and Napak – which are home to 406,880 people living in an estimated 58,126 households. Nuyok seeks to strengthen governance and gender equity, community capacity to manage shocks and stresses, traditional and diversified livelihood opportunities and nutrition and health (including improved water, sanitation and hygiene (WASH)) of pregnant and lactating women (PLW), adolescent girls and children under two years of age (CU2). At the end of the program, sustainable results will include empowered, resilient, healthy families; responsive, inclusive governance; and a vibrant private sector that engages smallholders at every level.

Job Summary:
You will manage nutrition, health and WASH programming activities under the Nuyok project to advance CRS’ work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the project delivers high-quality programming and continuously works towards improving the impact of its programming.
Job Responsibilities:
• Manage and oversee technical, budget management, monitoring and reporting activities throughout relevant project cycles – start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools and integrate aspects of gender, peace-building and integral human development throughout the project cycle.
• Provide technical leadership to the Nuyok programming team in the development and implementation of strategies, standards, project plans, tools and best practices in nutrition and WASH that are aligned to GoU requirements and effectively engage partners, donors, and governments.
• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
• Lead Nuyok technical working groups on nutrition, health and WASH activities and champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
• Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
• Help identify, assess and strengthen partnerships, applying appropriate application of partnership concepts, tools and approaches. Maintain clear, regular and effective lines of communication with all nutrition, health and WASH implementing partners to ensure effective project implementation and program impact.
• Coordinate and monitor financial, material and human resources relevant to project needs. Through planning and oversight ensure project resources are available and used efficiently. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
• Act as a contact person and represent the organization with donors, INGO working groups, local partners and relevant local government and community actors. Participate in relevant forums and knowledge networks to collect and share promising practices in the area of nutrition, health and WASH, promote CRS’ work in Uganda, and contribute to the CRS learning agenda.

Typical Background, Experience & Requirements:
Education and Experience
• Master’s Degree Public Health, Nutrition, Community Development, Behavior Change Science, Sociology, other clinical training, or relevant health-related degree with a focus on rural development and/or humanitarian assistance.
• Minimum of five years of relevant work experience in program management positions related to Nutrition and Food Security, preferably with an international NGO.
• Knowledge of capacity strengthening best practices
• Experience engaging with partner organizations.
• MEAL skills and experience preferred.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Personal Skills
• Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
• Strong relationship management skills and the ability to work effectively with culturally diverse groups.
• Strong written and verbal communication skills with ability to write technical reports
• Proactive, results-oriented, and service-oriented
Required/Desired Foreign Language
Strong written and verbal communication skills in English with ability to write technical reports. Karimojong is a plus.
Travel Required
Around 40 to 50% within Nuyok implementation areas in Karamoja

Key Working Relationships:
Supervisory: Nuyok Health Systems Advisor, Water and Sanitation Engineer, and WASH Advisor
Internal: Youth Livelihoods Project Manager , Nuyok Chief of Party, Country Representative, Head of Programs, Regional and Headquarters technical staff.
External: Implementing partners, relevant Activity Managers and Officials at USAID, government organizations, representatives from for-profit and other non-profit organizations, representatives of non-traditional public donors including UN, World Bank, and others, and relevant GoU stakeholders.
