Program Manager – Kampala – African Society for Laboratory Medicine

The African Society for Laboratory Medicine (ASLM) is a pan-African professional body working to advocate for the critical role and needs of laboratory medicine and networks throughout Africa. Africa is rapidly growing but faces major health challenges including epidemics of HIV, tuberculosis, and malaria, and new priorities such as Ebola and other global health security threats. Strengthened laboratory capacity and surveillance in Africa are critical to overcoming the burden of disease and ensuring a healthy future for the continent.

Job Summary: The Program Manager will be responsible for the day-to-day coordination of the ASLM/CDC-Uganda Cooperative Agreement activities that includes planning, budgeting, financial reporting, and monitoring and reporting on the programmatic progress of all ASLM/ CDC- Uganda activities.

Key Duties and Responsibilities:
Regularly monitor programme activities to ensure quality and accuracy of work outcomes vis-a-vis contractual and grant commitments.
Maintain appropriate bi-directional communication and information flow with HQ to ensure the project activities are being fully leveraged on-the-ground.
Coordinate with in-country partners’ consultants and other ASLM staff.
Work closely with the Senior Program Manager to develop and foster relationships with MOH Uganda, CDC-Uganda, CDC-Atlanta and other relevant partners that would be beneficial to ASLM activities in Uganda.
Coordinate in-country logistics for meetings, workshops, training across overlapping Uganda project issues.
Provide in-depth and high-quality technical assistance to the government and relevant stakeholders.
Carry out supervisory visits to project sites as outlined by the Senior Program Manager and CDC.
Perform any other duties assigned by management.

Qualifications, Skills and Experience:
The ideal candidate should hold a degree in Medical Laboratory Science (recognised and registrable in Uganda) required. Possession of a Master’s Degree from accredited college or university in Public Health, other laboratory and management related degree preferred.
Self-starter with a strong ability to think and work independently while handling multiple projects and priorities. At the same time, ability to work effectively in collaboration with diverse groups of people.
Ability to visualise, articulate, conceptualise, and solve complex problems.
Show passion, idealism, integrity, positive attitude, mission- driven, and ability to be self-directed.
Seasoned professional who knows how to get things done – on time and on budget.
Demonstrated ability to navigate complex government processes with multiple stakeholders, and experience with negotiating and achieving consensus.
Persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
Passion for science education and drive to work as part of a dynamic, fast paced, highly motivated team.
Strong leadership skills that include the ability to effectively lead and manage in a fast-paced and changing environment.
Ability to build effective project team, to delegate and motivate others to perform.
Comfortable in a peer relationship with political leaders such as the Minister for Health, Senior MOH staff, zone and district MOH staff, and health sector leaders.
International NGO, non-profit, social enterprise, and/or academic organisation experience preferred.
