Primary Purpose of Position:
HIAS Uganda is seeking a Program Manger to oversee HIAS’ psychosocial programming and provide managerial support to the Country Director. The successful candidate will be responsible for planning and implementing HIAS’ psychosocial program and ensuring that all program targets are met.
The successful candidate will also be adept manager, capable of leading a diverse team of direct reports and providing support to the Country Director, assisting with oversight and support for all of HIAS Uganda’s programs, ensuring their efficiency and success.
Essential Functions:**
1. Provide overall leadership and management of HIAS Uganda psychosocial programming and implementation plans, ensuring timely and efficient implementation of all psychosocial activities.
2. Ensure HIAS’ psychosocial services remain in line with national and international standards and guiding principles, adhering to UNHCR, SPHERE, and IASC guidelines, are culturally appropriate, and reflect current trends and best practices in psychosocial care.
3. Review and disseminate reports in a timely manner: ensure weekly records from field offices are kept and sent to Country Director, compile and draft quarterly reports for HIAS Board of Directors, funders (UNHCR, PRM, etc.), and other figures as needed.
4. Supervise two Field Managers to ensure that project activities are designed and implemented in line with HIAS’ Code of Conduct, confidentiality, policies, procedures and country strategy, as well as with donor requirements and international protection guidelines.
5. Facilitate supervision of psychosocial staff and field offices, providing support for stress management, staff burnout, and vicarious trauma. Conduct regular evaluation of staff performance, providing feedback and improvement plans as needed.
6. Ensure that design, implementation, monitoring, and evaluation of all activities is carried out in accordance with HIAS and international standards and meets the goals and objectives of the target communities, in collaboration with HIAS Uganda and HIAS HQ technical advisors.
7. Coordinate with program and operations staff to ensure that appropriate operational systems are in place to support project activities including logistics, procurement, security and human resources.
8. Ensure that cross-cutting themes such as legal protection and gender are fully integrated into psychosocial interventions.
9. Organize learning and sharing opportunities between project-based and other staff, refugee communities and external stakeholders on a regular basis.
10. Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect and empowers staff to take responsibility.
11. Provide leave coverage for Field Managers.
Required Skills:
• Demonstrated knowledge and application of conflict-sensitive approaches within project design.
• Solid experience managing and implementing psychosocial programs, and familiarity with particular issues facing refugees, survivors of SGBV and/or torture, and other vulnerable populations.
• Strong leadership, analytical, writing and organizational skills.
• Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.
• Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators and staff at all levels of the organization.
• Strong MS Office skills, including Word and Excel.
Experience/Qualifications:
• Bachelor’s degree in Psychology, Counseling Psychology, Social Work or its equivalent required. Master’s Degree preferred. Management and/or business training are highly desirable.
• A minimum of 5 years of experience providing psychosocial services. Applicants with prior NGO experience or experience in serving refugees, asylum seekers, or other vulnerable populations are strongly preferred.
• Prior program management and staff supervision experience required.
• Fluency in English required; proficiency in French or Swahili an asset.
