Key Duties and Responsibilities:
Under the guidance and supervision of the Programme Manager, the Programme Associate will support DINU and other UNCDF programmes in Uganda as required performing the following tasks which are grouped into three functional areas:
Supports the management of Project Funds, Payments and financial reporting while focusing on achievement of the following results:
Tasked with the preparation of Project work plans, project budgets, budget revisions in Atlas is done in a timely manner with accuracy;
Proper control of the supporting documents for payments and financial reports;
Preparation of PO and non-PO vouchers including payments to the consultants, daily subsistence allowance to staff going on official missions, cost of air-tickets; requisitions of goods and services based on agreements with the suppliers, office running common cost, rental and salary advances, lease agreements of UNCDF offices, etc. and processing of such payments;
Maintenance of internal expenditure control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims and other entitlements are duly processed;
Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
Presentation and analysis of information on the status of financial resources as required;
Management of any cash receipts and petty cash funds, including their timely replenishment on an imprest basis;
Provides support to the development of annual work plans and budgets;
Monitors the budget/work program against expenditure;
Provides relevant information and be available during project audits;
Liaises and cooperates with the responsible partners to ensure timely financial reporting.
Ensures timely provision of administrative support to the project while focusing on achievement of the following results:
Ensures there is a functional and retrievable filing system for all project documents including soft and hard copies;
Organising scheduled project team meetings and calls as per the project plan as well as ad hoc as may be required;
Attends project team meetings and takes minutes, circulates and ensures proper filing of minutes;
Ensures timely logistical and transportation arrangements for the project staff and visiting teams in Kampala and in the field; oversees and coordinates the work of the drivers;
Ensures consistency and adherence in the application of UNCDF rules and procedures, policies and plans affecting project operations, delivery, knowledge and learning services;
Maintaining up to date project permanent file with all the relevant documents required for audit purposes.
Assists with implementation of operational strategies of the project while focusing on achievement of the following results:
Coordinates all support services mainly recruitment, procurement and financial management.
Supports the organization of workshops, and travel for project staff and key stakeholders, as planned for the project.
Tracking contract deliverables, expiry dates and limits of agreements with local suppliers and inform the Programme Manager when relevant action is needed.
Provide time logistical support to the missions;
Participation in the trainings for the projects staff on finance and administration/operations.

Qualifications, Skills and Experience:
The ideal candidate for the United Nations Capital Development Fund (UNCDF) Programme Associate job opportunity should hold a secondary education, preferably with specialized certification in Accounting and Finance. Bachelor’s Degree in Finance/Accounting or Public Administration or Business Development would be desirable, but it is not a requirement
At least three years ( 6 years of relevant work experience if combined with High School Certificate or equivalent) in Public Administration or finance/accounting or organizational management
Previous experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
