Partnership Africa Canada (PAC) is a global leader in developing innovative approaches to strengthen natural resource governance in high-risk and conflict regions. For 30 years, PAC has collaborated with partners to promote policy dialogue and solutions for sustainable development.

PAC focuses on:
• Investigating and reporting on the lack of accountability, poor governance, and human rights violations associated with conflict minerals.
• Developing and implementing solutions in collaboration with local partners to improve natural resource governance, including the certification of conflict minerals and clean supply chains.
• Providing capacity-building and technical assistance to support transparency in the mining sector, including the development of industry guidelines.
• Promoting policies and programs that support gender equality and women’s entrepreneurship in artisanal mining.

We were co-nominated for a Nobel Peace Prize in 2003 for our work to end the trade of conflict diamonds and our efforts to help establish the Kimberley Process diamond certification scheme. PAC collaborates closely with regional and international initiatives, including the Organization for Economic Cooperation and Development, as well as the International Conference on the Great Lakes Region.
To maximize PAC’s impact, our international activities will be implemented by a Field Operations team. This team will work in collaboration with our subject matter experts, the Technical and Operations Support team, to ensure the mobilization of PAC’s expertise in keeping with our strategic direction.
Partnership Africa Canada is based in Ottawa, with offices in in Kampala (Uganda), Bunia and Mambasa (Ituri, Democratic Republic of Congo), Bukavu (South Kivu, Democratic Republic of Congo), and Kinshasa (Democratic Republic of Congo).

Roles and Responsibilities
Based in Kampala, Uganda, the Programme Leader will:
1. Support the implementation of the ICGLR Regional Certification Mechanism (RCM) and the OECD Due Diligence Guidance in 5 countries of Africa: Uganda, Rwanda, Kenya, Tanzania and Zambia. This includes:
a. Liaising and coordinating closely with the ICGLR Secretariat staff and endeavoring to achieve their full involvement in relevant PAC activities
b. Liaising and nurturing relationships with government officials in the 5 states concerned
c. Organizing and delivering technical trainings to large and small groups, in both classroom and field or office settings
d. Coordinating and liaising with relevant technical experts and consultants, including planning for and integrating their technical contributions to PAC’s overall capacity building efforts
e. Carrying-out stakeholder engagement and sensitization f. Carrying out lobbying activities on a needs basis
1. Capacity Building of:
a. relevant ICGLR personnel, consultants and representatives (e.g. ICGLR Technical Unit staff, National Coordinators, Regional Steering Committee Member and the Office of the Independent Mineral Chain Auditor, etc)
b. relevant state actors, private sector actors and representatives of civil society
1. Develop PAC’s capacity building programme with the direct support and in close coordination with PAC’s Partnerships & Capacity Building Coordinator
2. Ensure the responsible management of PAC’s regional office in Kampala
a. Carrying out light financial and administrative functions on a needs basis
b. Ensuring PAC’s legal requirements are met in keeping with the national legal context
1. Contribute directly to PAC’s programme and organizational planning, monitoring and evaluation and reporting, producing financial and narrative reports on a needs basis
2. Carry out ongoing assessments of the risks posed to PAC and to the implementation of the ICGLR RCM and OECD Guidance, and to propose and implement risk mitigation measures
3. Participate in PAC’s fundraising efforts to broaden and deepen its scope of work in East Africa
4. Actively work to integrate gender and environmental considerations into PAC’s work in the 5 target countries

Additional tasks on a needs basis :
1. Provide logistical and administrative support to delegations and partners visiting Uganda, including Kampala-based workshops
2. Cooperate and coordinate with members of other country or regional teams (e.g DRCongo)
3. Provide political and∕or security analysis of the countries under the contractor’s responsibility, and
4. Other activities on a needs basis and in discussion with the contractor’s direct supervisor.

Experience and Qualifications
Candidates are asked to demonstrate clearly in their applications how they meet each of the requirements of the position. The successful candidate should ideally have the following qualifications, experience and skills:
• A university degree in a relevant field.
• A minimum of ten years of relevant work experience including project management, in the Great Lakes region of Africa.
• A good understanding of issues surrounding human rights and conflict in Africa, transparency and accountability in the extractive sector, and corporate social responsibility.
• Experience working in a policy and campaigning capacity at a high-level national and/or an international level in the Ugandan and Great Lakes region of Africa.
• Experience in office management for an international NGO, preferably based in Uganda.
• Experience in workshop facilitation and organization involving state and civil society organizations.
• Knowledge of the ICGLR Regional Certification Mechanism and OECD Due Diligence would be a definite asset.
• Experience in public representation, including with the media.
• Strong financial management and budgeting skills.
• Experience working cross-culturally in different countries.
• Written and spoken English mandatory; fluency in Kiswahili and French would be considered an asset.
• Ability to manage a complex workload and respect deadlines with minimal supervision.
• Ability to work in a team.
• Ability to travel internationally, possibly frequently, including in difficult environments.
This position is based in Kampala, Uganda, and PAC’s headquarters is located in Ottawa, Canada. Applicants must be Ugandan citizens, or Ugandan- based with legal status to work in Uganda. Relocation expenses will not be covered.
