Programme Policy Officer – Kampala – UN World Food Programme

The UN World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely: Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market Support (AMS). WFP has operations in various parts of the Country.

Job Summary: The UN WFP Programme Policy Officer will take lead of the rapidly growing capacity development initiative for smallholder farmers

Key Duties and Responsibilities:
Actively contribute towards the development of a limited number of SO projects, plans and processes, ensuring alignment with wider Programme policies and guidance;
Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that comply with WFP standards and procedures;
Expeditiously follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained;
Research and analyse policy and operational issues to support senior colleagues in the development of policies, programme’s and activities;
Significantly contribute to the preparation of accurate and timely reporting on SO programmes and activities that enable informed decision making and consistency of information presented to stakeholders;
Works with internal counterparts to ensure effective collaboration, monitor ongoing projects;
Technically support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages;
Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives;
Offer timely guidance to support staff, acting as a point of referral and assisting them with analysis and queries;
Perform any other related duties assigned by the supervisor.

Qualifications, Skills and Experience:
The ideal candidate for the aforementioned United Nations WFP Programme Policy Officer should hold a Master’s degree in International Affairs, Economics, Agriculture, Environmental Science, social sciences, or related field obtained from a recognized institution Or University Degree with additional years of related work experience and/or trainings;
At least three years of post-graduate professional experience in training facilitation, practical agriculture, development, food security, analytical science gained from a reputable organisation;
Additional training and Agricultural skills required;
Possess the ability to develop and lead “ train – the Trainer” sessions for large numbers of training facilitators;
Possess the ability to provide effective leadership, hold training facilitators and implementing partners accountable for performance standards and delivering on agreed training outcomes;
Excellent written and presentation skills;
Excellent command of spoken and written English;
Detailed working knowledge and expertise in using MS Office applications.

They must be mature persons with sound judgement, good analytical skills, ability to communicate clearly both orally and in writing, ability to work in a team, ability to resolve operational problems, work with minimum supervision, cope with situations which may threaten health or safety, and establish effective working relations with persons of different national and cultural backgrounds
