Programme Specialist
We have an exciting career opportunity for a Programme Specialist. The position is based in the Strengthening TB and HIV & AIDS Responses in East-Central Uganda (STAR-EC) project office in Jinja, reporting to the Country Director and working closely with the Project Director (based in Cape Town), with strong ties and relationships to the STAR-EC Director of Operations in Uganda.
Key Performance Areas:
Manage the day-to-day operations of m2m in East Central Uganda under the STAR-EC Project
Develop and adjustment of project workplans and budgets
Ensure project delivery according to targets and deadlines ensuring adherence to project budget
Ensure project expenditure is in line with budget, monitoring and reporting expenditure
Work closely with the M&E team to initiate site service quality assessments and other project quality improvement processes to maintain the provision of high quality service
Represent m2m at regional and district level to ensure close collaboration with government, health facilities, community stakeholders, implementing partners and other organisations
Coordinate integration of ongoing project innovation and new project initiatives
Direct line management of staff (currently three: two regional managers and one project assistant)
Participate in the m2m management team, reflect on project progress and make recommendations for improvement
Support business development activities of m2m, with a focus on upcoming USAID opportunities
Perform any other duties assigned by the organisation
Qualifications and Experience Required:
MBChB degree preferred; Nursing or Social Sciences degree; Master’s degree (public health, management or similar) an advantage
Minimum of 5 years’ experience in project management in the Community/Public Health area.
Competencies Required:
Demonstrated ability to coordinate and engage with ministry of health (MOH) and other stakeholders at the district and regional level.
Experience in training, monitoring & evaluation and financial management.
Fluency in English required
Computer literacy (MS Office suite)
Possession of a valid driver’s licence
