Project Assistant, Monitoring and Evaluation (M&E) – Kampala – Ministry of Health

About US:
The Government of The Republic of Uganda has received financing from the Global Alliance for Vaccine and Immunization (GAVI) towards the cost of the Health Systems Strengthening and immunization strengthening in Uganda.

Key Duties and Responsibilities:
1. M&E System Design:
Under the leadership of the M&E Specialist and in coordination with the entire project team, the Project Assistant, Monitoring and Evaluation (M&E) will contribute to the design of systems and tools for overall project monitoring and evaluation, data collection, data management, data analysis and reporting.
The Project Assistant (M&E) will also actively contribute to the design of M&E plans for the development of new project proposals as needed.
2. Field Monitoring and Data Collection
The Project Assistant M&E will actively participate in support supervision to districts to monitor project implementation including using use of HMIS Tools, entry of data into DHIS2, financial and activity accountability and collect quantitative and qualitative data to measure project achievements
Actively participate in collection of data through surveys and data assessments
In charge of monitoring of activities to identify key challenges and gaps in the implementation of activities and find solutions
3. Filing and Data Management: The Project Assistant (M&E) will support the M&E Specialist, Project Accountant, Project Administrator in filing project files, including M&E reports in a clear, complete, accurate, timely, and transparent manner according to the filing and naming protocols established. This includes maintenance of electronic and paper files for data collection and analysis.
4. Data Analysis and Reporting:
The incumbent will support the M&E specialist, to review and analyze project data
Offer technical support to the M&E Specialist in collation of reports and write consolidated reports as needed for various stakeholders including donor agencies
The incumbent will also participate in writing reports on each activity of a project being implemented by the Secretariat
Offer support in updating the project M&E framework matrix both online and offline
Prepare and submit success stories of projects activities
5. Other Responsibilities: Perform any other tasks as required by the M&E specialist.

Qualifications, Skills and Experience:
The applicant should preferably hold a University degree in the following areas Statistics, Population Studies, Social Sciences, Development studies or any other related field.
At least two to three years’ experience working on filing, report writing and organizing and taking meeting notes
Background training in M&E at least certificate level
Advanced working knowledge of, and proven capacity for word processing, spread sheets, data entry and analysis packages and databases including MS office (Word, Excel and PowerPoint)
Advanced professional proficiency in English (written and spoken)
Significant experience in participatory research methodologies is preferred
Excellent skills for communication and community relations
Highly organized and detail oriented
