About Plan EQE Project:
Plan International is implementing the Equity and Quality in Education (EQE) Project which is a partnership with Educate a Child (EAC) and the Ministry of Education and Sports (MoES) through the District Education Offices in Lira and Kamuli to support 60,000 OOSC enroll and stay in school over a four year period. The project focuses on girls, children with disabilities, children affected by conflict, children living in extreme poverty and orphans. The project set targets for both enrollment and completion of primary education for OVCs at risk of not enrolling on time, at risk of dropping out and those who have already dropped out and are wishing to reintegrate into school.

Job Summary: The Project Facilitator will support the Plan International through the provision of on ground coordination and day-to-day delivery of the planned EQE project activities based on approved work plans by the supervisor. The incumbent will also support the project manager in planning, implementation, partnership management and reporting of the project.

Key Duties and Responsibilities:
· The incumbent will effectively manage the implementation of programme activities to achieve project outcomes in line with donor procedures and targets.
· Manage agreed operation of the project on a day-to-day basis, including planning and problem-solving tasks and escalation to the Project Manager of risks to achieving project goals or deadlines.
· Actively contribute to the implementation of action plans that will improve enrollment and retention of OOSC.
· Provide timely information to inform quarterly progress reports to the Donor.
· Assist the Project Manager in the implementation of other relevant tools for the successful implementation of project plans.
· Responsible for managing and coordinating the data collection, assist in data analysis and report writing.
· Continuously monitor and evaluate the project progress in terms of the status of the project plan and regularly report to the Project Manager.
· Every month, the Project Facilitator will ensure that the project progress log is completed in SAP.
· Ensure the project plan is delivered against agreed timescales as directed by the Project Manager.
· Contribute to the preparation and presentation of progress reports on the learning arising from the project.
· Organise regular district specific performance review meetings to assess progress but also to agree on and communicate any changes in strategy with the key project stakeholders.
· Ensure Plan’s Child Protection Policy and Guidelines are adhered to in project implementation.

Qualifications, Skills and Experience:
· The Plan International Project Facilitator–Equity and Quality in Education (EQE) should preferably hold a Bachelor’s degree in Education, Gender studies, Social work, Law, Human Rights or equivalent in experience.
· A minimum of three years’ experience in coordinating school based/ education projects in Equity, Access and Quality projects.
· Past experience working collaboratively with community organizations, schools, community agencies, and District Government structures.
· Prior exposure and experience in advocacy and civil society strengthening is preferred.
· Local Knowledge and understanding of development education aims, methodologies of Kamuli district.
· Excellent track record in coordinating initiatives, networks or projects.
· Excellent track record of at least three years working experience in participatory governance
· Excellent organisational, analytical, and management skills.
· Excellent facilitation skills including facilitation of children and youth.
· Exceptional skills in budget monitoring.
· Excellent interpersonal, and communication (verbal and written) skills.
· Working knowledge of and experience with community and school scorecards would be an advantage.
· Ability to ride motorcycle.
· Fluent in English and any of the languages commonly spoken in Kamuli district (Lusoga).
