To act as a resource in the Ministry of Foreign Affairs/Finland National Office (MFA/FLNO)-funded Participatory School Governance Project team by leading implementation of Social Accountability (SAC), Monitoring, Evaluation and Research (MER), and Information, communication and Technology (ICT) approaches in the project at district and community levels. S/he will work closely with the IT manager, Program Area M&E coordinator, Project Coordinator and the Project Facilitators to ensure the project is implemented with highest quality and timely manner as per the project design and Plan International’s Child Centred Community Development (CCCD) approach and documented according to the projects and Plan International’s procedures and guidelines. She/he is key to the provision of information to the MER and ICT data base and responding to community and public messages that may show up on the ICT platform. S/he will represent the project in engagements with regional or district partners, allies and other stakeholders.
Responsibilities
Take overall responsibility for the delivery of the ICT, Social accountability and MER aspects of the PSCG project inTororo and Kamuli.
Organise and direct the implementation of the ICT enhanced social accountability using community scorecards and mobile phone technology initiatives with all stakeholders including children.
Ensure the quality and accuracy of monitoring and evaluation aspects described in proposals and reports (definition and follow up of indicators and number of beneficiaries, link with achieved activities and budget, both on a quantitative and qualitative aspect), including supporting implementation of project evaluations and audits.
Support the project team to develop and maintain homogeneous monitoring and follow up tools and ensure the quality and the accuracy of the collected data.
Prepare annual project detailed implementation plans (DIP) and budgets.
Lead project monitoring and documentation activities.
Manage relationship with partner organisations and other project stakeholders.
Manage the implementation of Project Monitoring& Evaluation and procurement plans.
Ensure adherence of Plan International and donor policies, procedures and regulation in the implementation of the project.
Ensure that the project interventions and activities conform and are aligned to the country strategic plan, CCCD standards and other corporate standards and principles.
Mobilise target communities , families and key stakeholders at village, sub county and district level to participate in PSGC activities.
Facilitate planning, review and feedback sessions with management structures; and other community structures supporting PSCG in the operational areas.
Facilitate trainings and on job mentoring sessions and other capacity building initiatives for the community education committee members on use of community scorecards in PSGC.
Prepare and submit monthly and quarterly narrative progress reports.
Facilitate strategic linkages and collaborations with other departments in and outside Plan, local authorities and other service providers to foster integration and ensue collated effort at PA level for PSGC
Support establishment or strengthening of PSGC networks with government line departments and other providers at district level.
Regularly collect and analyze data to identify, document and disseminate key learning /best practices from PSGC in the PA and share project information to contribute to quality sponsorship communications, such as the annual Area Updates
Organise regular district specific performance review meetings to assess progress but also to agree on and communicate any changes in strategy with the key project stakeholders
Ensure Plan’s Child Protection Policy and Guidelines are adhered to in project implementation.
Skills and qualifications
• A degree in education, social work or its equivalent in a related field.
• At least 5 years’ experience with a minimum of one years’ experience implementing ICT enhanced integrated social accountability programs, working with children and parents preferably with an International Non-Governmental Organisation.
• Demonstrated experience and knowledge in MER.
• Knowledge and application of research approaches
• At least three years prior experience of managing partnerships as well as implementing donor projects
• Knowledge of key donor requirements.
• Knowledge of the dynamics in children and community programming.
• Appreciation of gender concerns in children participation.
• Demonstrated ability to meet deadlines and work cooperatively with teams and partners.
• Proven skills and experience in data analysis and writing of quality project reports
• Experience in advocacy and facilitating child participation.
• Strong strategic and analytical thinking.
• Ability to work with people from diverse cultures, ability to lead and motivate people to work in teams.
• High performance, results oriented and able to work with less supervision.
• Open to feedback and willing to try innovative approaches.
• Excellent interpersonal, analytical and communication (verbal and written) skills.
• Computer skills in MS office and Internet.
