Job Summary: The Project Lead and Senior Public Finance Expert will oversee and support the delivery of reports on Policy and Institutional Review, Public and Private Sector Expenditure Review, costing of NBSAP and the Strategy for Resource Mobilization for implementation of NBSAP to the National Environment Management Authority (NEMA). The Project Lead and Senior Public Finance Expert will be the overall leader and spokesperson of BIOFIN at the national level. He/she is expected to have senior experience and to provide substantial technical expertise in assuring horizontal integration and consistency of workstreams/studies, as well as quality assurance of national products and processes throughout the duration of the national project. He/she will also specifically be responsible for the delivery of the Public and Private Expenditure Review and the public finance elements of the Strategy for Mobilizing Public and Private Resources, in addition to outreach activities to national (Government, EC delegation, academia among others.) and relevant international stakeholders, and the preparation of press releases and briefing notes for Government, UNDP among others.

Key Duties and Responsibilities:
1. Managerial:
· With support from Project Management Officer, ensure activities are carried out on time and within planned budget.
· Work closely with the BIOFIN Project Coordinator and UNDP Country Office and BIOFIN Central Technical Unit and supported by the Project Management Officer, elaborate/revise work plan, reporting schedule and budget.
· Conduct review of sectoral policies and practices contributing to the conservation and sustainable use biodiversity
· Carry out review of sectoral policies and practices contributing to unsustainable use biodiversity and ecosystem change
· Perform a stakeholder analysis identifying their roles in biodiversity financing and the alignment with national biodiversity goals and objective
· Assess extent of integration of biodiversity financing in development cooperation including Official Development Assistance (ODA) and document trends in development cooperation to obtain baseline overview of support for biodiversity financing in Uganda from development cooperation/ODA, project a future scenario and identify key challenges affecting support for financing biodiversity through development cooperation and identify opportunities for addressing them
· Carry out a review of private sector expenditure on biodiversity financing from FY2004/05 to FY 2013/14 and document the expenditure trends to obtain baseline overview of expenditure by private sector, project a future scenario and identify key challenges affecting private sector expenditure on biodiversity financing and identify opportunities for addressing them.Carry out review of bilateral and multilateral support for biodiversity conservation including south to south cooperation and document the bilateral support trends to obtain baseline overview of bilateral and multi-lateral support for biodiversity financing in Uganda, project a future scenario and identify key challenges affecting bilateral and multi-lateral support for financing biodiversity in Uganda and identify opportunities for addressing them.
· Calculate the cost of implementing each of the strategies in the revised NBSAP including review the actual (current) financial support implementing the NBSAP and basing on the information in calculate the financial gap for implementing the NBSAP
· Identify potential sources for biodiversity finance from the different institutions at the national level (Government, the private sector, NGOs) and development partners/donors
· Identify, screen and prioritize specific biodiversity finance mechanism and calculate how much revenue/financial contribution each mechanism may generate
· Develop a resource mobilization plan for implementing the key financial mechanisms in (b) above and develop a timeframe and budget
· Work in liaison with the Project Management Officer to ensure administrative requirements are managed and executed in a timely and appropriate manner
· Support the formation and management of the National BIOFIN Steering/Advisory Committee
· Establish and maintain links with other national and international programmes (NBSAP) and projects
· Lead project monitoring, reporting and evaluation at national level
· Lead capturing and documenting of lessons from project implementation and make recommendations to the National Steering/Advisory Committee for more effective implementation of activities
· Prepare BIOFIN progress reports (substantive and financial) regularly for NEMA for submission UNDP and project partners.
2. Project Outreach and Communication:
· Engage national stakeholders and strongly position BIOFIN objectives and processes towards relevant government departments and partner institutions, to catalyse transformational outcomes.
· Ensure collaboration of counterparts on data and information provision, expert review and verification.
· Work closely with national and international counterparts, NGOs and other groups to ensure effective coordination and communication of BIOFIN project objectives and activities.
· Organize three nat. workshops (initial, interim, final).
· Edit, print and publish final Summary for Policy Makers (~20 pages). Publicise and promote the results and impacts of BIOFIN at national level.
· Prepare detailed reports and analyses of national BIOFIN project results and impacts including in preparation for COP to CBD and for project end.
3. Technical Leadership and Support:
· Provide key technical leadership on Public Finance and substantial technical expertise in assuring horizontal integration and consistency of work streams/studies
· Offer technical support and overall coordination to the national BIOFIN team to complete BIOFIN deliverables in a consistent manner, provide quality assurance of national products.
· Ensure that drafts of the work are sent to the BIOFIN team regularly to provide backstopping.
· Facilitate coordination of national BIOFIN and NBSAP processes for mutual reinforcement.
· Steer the implementation of the Resource Mobilisation Strategy under Component 4. This may include a set of measures activities addressing legal, institutional, entrepreneurial, financial, awareness, capacity matters to put the BIOFIN results into action. This may require expertise from additional professionals still to be identified

Qualifications, Skills and Experience:
· The applicant should hold a Master’s degree in any of the following: Finance, Economics or Business Administration
· Four years’ experience in management or public finance, preferably at Senior level in Government.
· Past experience in dealing with international and national experts and institutions.
· Exposure to environmental issues or biodiversity desirable, but not required.
· Detailed knowledge and understanding of key software packages (MS Office)
· Capacity to work with minimum supervision
· Excellent communication and interpersonal skills

· Possess the ability to work under pressure and to make accurate and informed decisions.
