About USAID SL@B Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is implementing the Saving Lives at Birth (SL@B) project that aims at development of a Model for National Scale-up of the Pratt Pouch to Expand Infant Nevirapine prophylaxis in Uganda to Prevent Mother-to-child Transmission of HIV, and Save Infant Lives. The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), the Ugandan Ministry of Health (MOH) and Pratt Pouch Consulting will be introducing and scaling up the Pratt Pouch in Uganda’s ANC, delivery, and PNC services. To build an effective model for national scale-up, the project will utilize the Pratt Pouch as an improved infant ARV prophylaxis delivery mechanism to improve dosing accuracy and expand NVP access to HIV-exposed infants in up to 20 districts to decrease the number of HIV-infected infants at six weeks of age.
Job Summary: The Project Lead will oversee all activities in Uganda for a project focused on the Development of a Model for National Scale-up of the Pratt Pouch to Expand Infant Nevirapine Prophylaxis in Uganda, Prevent Mother-to-child Transmission of HIV, and Save Infant Lives.
Key Duties and Responsibilities:
The jobholder will serve as the main link between the project management team; and MOH, National Medical Stores, National Drug Authority and other key stakeholders to ensure implementation of the project and attainment of intended deliverables.
The incumbent will steer the process of developing the project work plans and budgets; and ensure the successful activity implementation at both the national and district levels.
The Project Lead will lead a team of staff including the Project Coordinator, Technical Advisor and Monitoring and Evaluation Officers.
Develop and implement supply chain strategies that will lead to repackaged infant Nevirapine enhanced delivery performance, forecast accuracy, and availability at the supported health facilities.
Provide leadership for planning and performance review meetings with MOH, Implementing partners, and other key stakeholders.
Proactively identify supply issues and develop prevention or recovery plans.
Work closely with the project coordinator and MOH to develop the National plan to roll-out the repackaged infant Nevirapine to all the targeted project districts.
Actively participate in MOH relevant technical working group discussions that form part of the project management team and provide updates to the team regarding implementation of the project.
Work closely with PIs to obtain necessary registration and regulatory approvals of the repackaged Nevirapine suspension.
Lead the process of developing project work plans and budgets; ensure their accelerated implementation to achieve the project targets.
Take charge of the process of forecasting, quantification, procurement, delivery and customs clearance of all the project supported commodities to ensure sustained availability at the Central Medical Stores and timely delivery to the district and implementing health facilities.
Qualifications, Skills and Experience:
The applicant for the USAID SL@B Project Lead should hold a Bachelor of Medicine and Bachelor of Surgery or pharmacy from a reputable university. A Master’s degree in public health
At least five years of proven experience working with International NGO’s focusing on MNCH/ PMTCT or Supply chain strengthening project.
Previous experience working within the national supply chain management system, and working closely with MOH, National Medical Stores and HIV/AIDS Implementing partners.
Previous exposure and experience in managing/supervising and/or coaching or mentoring teams.
Project Management experience
Good knowledge and understanding of HIV/AIDS issues in the health sector in Uganda. Computer literacy skills including proficiency in using statistical packages.
