Background
DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.
In Uganda, DRC assists the refugees from neighbouring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighbouring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of an EU Trust Fund project in Adjumani, Kiryandongo and Rhino camp.
Purpose
The Project Manager manages the EU Trust Fund project implemented in Adjumani and Kiryandongo. S/he has financial and administrative responsibility for the project. In Kiryandongo, s/he will be the Officer in charge responsible for the direct supervision of staff and overall administrative, financial, logistics and security management of the office. In his/her absence from Kiryandongo, an Officer will be designated to be in charge.
Key Responsibilities
The Project Manager is responsible for the following tasks within the framework of DRC standard regulations and operational procedures:
Project management:
• Oversee implementation of EU Trust Fund project in Adjumani and Kiryandongo settlement.
• Supervise a proper and timely implementation of the EU Trust Fund project according to agreed policies and donor requirements;
• Prepare annual/project action plans for the project in accordance with annual planning cycle;
• Provide regular internal reports and other relevant information on general policy matters and programme activities to the Area Managers based in Adjumani and the EU Trust Programme Manager based in Kampala, based on agreed formats and schedules;
• Ensure donor requirements are met including production of reports in formats agreed with the donors and partners.
• Ensure that a sound documentation including relevant beneficiary data is collected and that relevant assessments are conducted in the project area.
• Ensure that a sound feedback system is in place for the EU Trust Fund project so that beneficiaries have easy access to DRC.
Administration and Personnel Management
• Responsible for financial budgeting and expenditure management, staff management (including development of TORs for project staff), continued revision and implementation of sound administrative guidelines and personnel policies, security precautions, logistics and all other tasks pertaining to the efficient day-to-day running of the EU Trust Fund project;
• Oversee and/or supervise national staff under the EU Trust Fund and take action in terms of recruitment, appraisal, promotions and dismissal as required;
External relations:
• Coordination: Maintain close and good relations with all relevant stakeholders including the BTC and ADA, both recipients of EU Trust Fund as well as UNHCR, WFP and other relevant UN organisations, OPM, local authorities, line ministries, donors, NGOs, CBOs and other partners;
• Transparency: Ensure required reports and information is shared with the direct project stakeholders in a timely and adequate manner;
• Reporting: In consultation with the EU Trust Fund Programme Manager ensure timely narrative and financial reporting to donors;
Reporting Arrangements
S/he reports to the Area Manager based in Adjumani and with technical supervision to the EU Trust Fund Program Manager. Additionally, s/he works closely with the Livelihood (ZOA) and Conflict Management (DRC) Advisors of the Consortium.
Personal Specifications
Essential:
• Degree in social planning, development studies or any other relevant education background with at least 7 years work experience in management position in INGOs.
• Excellent knowledge in preparing major international donor reports.
• Knowledge and experience of working with Echo, EU donors.
• Possess strong analytical and conceptual skills.
• Fluent in written and spoken English.
