Job Summary: The Food and Agriculture Organization of the United Nations (FAO)
Project Manager will lead and provide technical management and operational oversight, as well as strategic direction and implementation guidance, for the Global Climate Change Alliance (GCCA) Project on Agriculture Adaptation to Climate Change in Uganda. In particular, the Project Manager will ensure efficient and effective implementation and delivery of all outputs/ components of the Project result areas:
Knowledge and capacities on climate change adaptation strengthened;
Better access of livestock and crops to water through water for production investments; and
Improved resilience of agriculture production systems;

Key Duties and Responsibilities:
The PM will be in charge of preparing, coordinating and managing detailed work plans and budget of the Project;
Oversee the preparation of Terms of References and Letters of Agreement for key project inputs (personnel, sub-contracts, training and procurement) and submit these to appropriate FAO technical and operational/ procurement divisions for clearance and approval;
Manage and coordinate the work of project staff, consultants (local and international consultants) and sub-contractors to ensure expected outputs;
In charge of preparing project progress reports and project final report and organize project steering committee meetings, mid-term reviews/ and end evaluation missions, as well as follow-up requirements on implementation issues.
Offer technical support and training on climate change adaptation and watershed management approaches in support of FAO implementing partners and target beneficiaries;
Support policy dialogue on promotion of climate change adaptation best practices in Uganda;
Ensure close technical and operational collaboration and coordination with Government Agencies (Ministry of Water and Environment and Ministry of Agriculture, Animal Industry and Fisheries) and District Local Government partners of the Project;
Actively coordinate and supervise the preparation and development of country-specific project reports, knowledge compilation, materials/ frameworks and protocol/studies on climate change adaptation and watershed management, including presentations, briefs and overviews for local and international distribution/ dissemination;
Ensure that emerging lessons from the Project interventions are translated into new pipeline proposals/ concept notes and, where required, applied to on-going related projects;
Guide and support other projects/programme on climate change and watershed management in support of the implementation of the Country Programming Framework (CPF);
Perform other related duties, as required.

Qualifications, Skills and Experience:
The ideal candidate for the Food and Agriculture Organization of the United Nations (FAO) Project Manager should hold an advanced university degree in climate change science, agricultural engineering, agricultural sciences, disaster risk management, environmental sciences/engineering, natural resources management or closely related fields.
At least nine years of relevant experience in planning and managing projects on climate change adaptation, Drought Risk Reduction/Drought Risk Management and/or Watershed management
Work experience in more than one location or area of work, particularly in field positions is desirable
Extent and relevance of experience in planning and managing projects on climate change adaptation, Drought Risk Reduction/Drought Risk Management and/or Watershed management
Extent and relevance of experience in liaising with governments, multilateral and bilateral development agencies, civil society and communities
Excellent communication skills both orally and in writing
Excellent data analysis and reporting skills
Prior work experience in Africa, particularly in East Africa, is an advantage
Possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
