Job Summary: The Project Manager, ALP and Livelihood takes overall responsibility for leadership and programme management, including planning, starting up implementation, capacity development, monitoring, evaluation, accountability, learning and reporting of the education and Livelihood roles that cover the 3 south Sudanese response sites in Arua, Kiryandongo and Adjumani. The project manager also provides leadership and managerial support to staff and local partners involved in major areas; Building Foundational skills (literacy, numeracy and life skills including youth Reproductive Health) through Accelerated Learning Programme, Vocational Training and Apprenticeship through formal and non-formal VT training providers, Entrepreneurship development through agribusiness, off farm enterprises and business skills development for deprived youth. The project aims to build the capacity of youth and promote their participation in community and district development programme. The incumbent will also ensure deprived children and youth are well coordinated and linked to line departments of Education, Community Development Office, Commercial Services office, Production/Agricultural extension service officers, non-formal Vocational Training Institutes (VTIs), Artisans and other private sector actors in the response locations. The Project Manager may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.
Qualifications, Skills and Experience:
The ideal candidates for the Save the Children Project Manager, ALP and Livelihood job opportunity should hold bachelor’s degrees or higher in Teacher Education, Agriculture, Economics, Social Science or Development studies. Possession of a Postgraduate training/Advanced degree in the related field, Social sciences/social works, or Management is an added advantage.
Previous experience in livelihood and youth programming is preferred.
At least five years’ experience in livelihood and youth empowerment related program or protection in Uganda (preferably with an International NGO).
Previous experience in managing a budget of at least US$ 700,000
Prior experience of working with local partners and District Local Government in production, Education, and community based services
Excellent monitoring, evaluation and accountability skills
Strong management of donor communications and visibility.
Past exposure and experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
Excellent analytical skills and strategic planning abilities.
Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
Computer literacy and excellent documentation skills are a must.
Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
Availability and willingness to work extra hours during times of humanitarian responses.
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
Ability to intervene with crisis management or troubleshooting as necessary.
Exceptional interpersonal and communication skills including influencing, negotiation and coaching.
Excellent time management and planning capacity.
Availability and willingness to work extra hours during times of humanitarian responses.
