Project Manager – Kyaka – Danish Refugee Council

Background
DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.
In Uganda, DRC assists the refugees from neighbouring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighbouring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of an EU Trust Fund project in Adjumani, Kiryandongo and Rhino camp.

Purpose
The Project Manager manages all intervention projects in Kyaka II Refugee Settlement. Furthermore, s/he has financial and administrative responsibility for the project and is also responsible for the planning and implementation of adequate security precautions in the project area to ensure the safety of all staff and assets and the direct supervisor of senior staff working within the project.

Responsibilities
Project management:
• Oversee implementation of all interventions/project in Kyaka II settlement.
• Supervise a proper and timely implementation of all projects according to agreed policies and donor requirements;
• Prepare annual/project action plans for the project in accordance with annual planning cycle;
• Provide regular internal reports and other relevant information on general policy matters and programme activities to the DRC Country Director in Kampala, based on agreed formats and schedules;
• Ensure donor requirements are met including production of reports in formats agreed with the donors and partners.
• Ensure that a sound documentation including relevant beneficiary data is collected and that relevant assessments are conducted in the project area.
• Ensure that a sound feedback system is in place in the project area so that beneficiaries have easy access to DRC.
Administration and Personnel Management
• Responsible for financial budgeting and expenditure management, staff management (including development of TORs for project staff), continued revision and implementation of sound administrative guidelines and personnel policies, security precautions, logistics and all other tasks pertaining to the efficient day-to-day running of the project;
• Supervise national staff and take action in terms of recruitment, promotions and dismissal as required;
• Be responsible for organisational development of the DRC Western Uganda operation, including staff assessment as well as formulation and implementation of human resource development activities;
• Manage the staff under Protection, Community services and construction project, mentor and assist in continual development of the staff.

External relations:
• Coordination: Maintain close and good relations with all relevant stakeholders including the UNCHR, WFP and other relevant UN organizations, OPM, local authorities, line ministries, donors, NGOs, CBOs and other partners;
• Transparency: Ensure required reports and information is shared with the direct project stakeholders in a timely and adequate manner;
• Reporting: In consultation with the Country Head of Programs ensure timely narrative and financial reporting to donors;
• Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
• Uphold DRC’s international code of conduct.

Reporting Arrangements
The Project Manager to reports to the Country Director and has a functional line with the Head of Programs.

Personal Specifications
Essential:
• Degree in social planning, development studies or any other relevant education background with at least 7 years work experience in management position in INGOs.
• Excellent knowledge in preparing major international donor reports.
• Knowledge and experience of working with Echo, EU donors.
• Possess strong analytical and conceptual skills.
• Fluent in written and spoken English.
